When are SDCs charged? 

System Development Charges (SDCs) are automatically applied to all new development projects and any other projects that require a change of use. SDC estimates are available by application to prepare for probable charges.

For building permit applications requiring special inspection(s), the Special Inspection Agency and the Individual Special Inspector(s) listed on the Special Inspections Agreement must be on the City’s ‘approved’ rosters, or applied and received approval.

This program is used as a reference for the Building Safety Division to verify Special Inspectors/Agencies have the appropriate qualifications for work they will be inspecting under Chapter 17 of the Oregon Structural Specialty Code.

SPECIAL INSPECTION PROGRAM STANDARD OPERATING PROCEDURE

Firestopping Special Inspectors – if deemed qualified and approved by the Building Official by means other than proof of passing one of the Technical Examinations for Fire-Resistant Penetrations and Joints listed on the application, your approval expires January 1, 2021. To be approved after January 1, 2021, you must have proof of passing one of the listed technical examinations.

Drones are becoming a commonly used tool in the construction industry, including for building inspections. The Building Safety Division utilizes drones for inspections such as (but not limited to) roofing, shear wall and framing. The high-definition cameras allow inspectors to see even the small details such as nailing placement.

Why do we use drones for inspections?

• Safety - fewer times Inspectors and Job Supervisors will have to use ladders, scaffolding, and fall protection gear.
• Time Efficiency - for Inspectors AND builders. Inspectors are able to maneuver the drone through job sites quicker than they would on foot, especially with larger commercial projects. Less time will be taken from Job Supervisors who normally would accompany Inspectors throughout the job site. 

City of Bend Building Safety UAS Operations Policy and Procedure

The City of Bend Building Safety will conduct all drone operations under FAA Part 107 Rules and Guidelines. Pursuant to ORS 837.362:

• Data will not be retained resulting from the use of a UAS.
• City of Bend Building Safety does not store data obtained by a UAS in third party storage. 
• City of Bend Building Safety does not have intergovernmental agreements regarding disclosure of data.
• ORS 192.345

Note: The Building Safety Division is not a 'law enforcement agency' as defined by ORS 837.300.
