Once deemed complete, the application enters the review period. 

A decision is typically issued within 30 days of the date the application is deemed complete. A 
notice of decision is emailed to the applicant and a copy of the decision is available through the 
Online Permit Center. 

The decision becomes final after 12 days unless the decision is appealed by the applicant.

party to the record.

Following the close of the record, the Hearings Body will issue a decision. (Can be up to 3 weeks 
after the close of the record). 

A notice of decision is mailed or emailed to the applicant and any parties to the record, and a 
copy of the decision is available through the Online Permit Center.

Appeal may be filed with the City Council. Council may choose whether or not to hear the appeal. 

The decision becomes final after 12 days unless the decision is appealed by the applicant or a 
party to the record.

Council holds a public hearing and first reading of an Ordinance. 

Council holds second reading of Ordinance and issues final decision. 

Notice of final local decision is mailed or emailed to the applicant and any parties to the record, 
and a copy of the decision is available through the Online Permit Center. 

Notice of Adoption is mailed to DLCD. 

The decision becomes final after 21 days unless the decision is appealed to the Oregon Land 
Use Board of Appeals (LUBA) by the applicant or a party to the record.

All land use development within the WOZ and sub-zones requires review, including new home construction; additions and alterations to existing sheds, docks, exterior stairs; landscaping or grading; tree removal; exterior lighting; and alteration of open space.

Use the Community Development Data Explorer to determine the boundaries of the Waterway Overlay Zone and other Deschutes River zones which require land use review. From the Layers List select the Special Planned Districts layer which includes the sub-zones.

The Landmarks Commission conducts quasi-judicial public hearings on Type III planning applications affecting historic resources, and acts as an advisory board to the City Council on decisions that could affect historic resources, as per Bend Code section 1.20.090 Landmarks Commission.

Short Term Rentals (STRs) are defined by the City of Bend as the rental of a dwelling unit for 29 or fewer days per tenant. Property owners must obtain a land use permit, license and room tax certificate of authority prior to operating a short term rental within Bend city limits.

The City of Bend has enacted codes to encourage protection, planting, and proper maintenance of trees on both public rights of way and private property. The codes also create water-conserving landscape and irrigation requirements for street-side planter strips.
