Neff Purcell Intersection Improvements include three new turn lanes, bike lane improvements and sidewalk improvements

The new, improved intersection added separate left-turn lanes, new southbound and westbound right-turn lanes, wider shared-use paths, street lighting, accessible curb ramps, and missing gaps of sidewalk to create a continuous pedestrian corridor. It also includes new options for people riding bikes to get off the street easily to use shared-use paths and crosswalks at the intersection, similar to roundabouts.

In addition to the intersection, the project includes a complete, modernized Purcell Boulevard from Full Moon Drive to Courtney Drive, including widening the roadway, building sidewalks, and adding bike lanes on Purcell Boulevard, between Butler Market Road and Robinson Street.


NEFF AND PURCELL INTERSECTION IMPROVEMENTS -COMPLETE

The previous traffic signal at the Neff and Purcell intersection was regularly over-capacity and needed replacement. With proximity to the St. Charles Medical Center and multiple schools, increasing the capacity of this intersection for all modes of travel was a priority for the City. (See graphic above)

PURCELL EXTENSION - COMPLETE
In 2021, the Transportation GO Bond Oversight Committee approved the Purcell Boulevard extension as a high priority, and it was added to the Neff/Purcell intersection project. The extension of the roadway fully connects Purcell Boulevard between Holliday Avenue and Courtney Drive, completing a vital north-south connection.  (See design information below)

PURCELL BIKE LANE STRIPING - COMPLETE
In coordination with the project improvements, the City’s Transportation and Mobility Department completed striping for on-street bike lanes on Purcell Boulevard, from NE Butler Market Road to NE Robinson Street.

Safety First

Project construction activities require heavy equipment and open trench work. Stay safe. Always stay outside of the construction areas. Keep children and pets away from the construction zone. Use the posted detour and temporary pedestrian access routes.  

Pedestrians should attempt to find alternate paths around the project area, if unavoidable please follow crew instructions and marked temporary pedestrian paths if available. 

Project Update 

We have monitored the traffic and installed temporary speed humps on Williamson Court, Paula Drive and Shepard Road. Speed radar devices will continue to be deployed for traffic calming and monitoring in areas experiencing high rates of cut through traffic.  

CONSTRUCTION – June 12–16 

Purcell Extension

Processing of the excavated and hammered material continues near Courtney Drive. The crushed rock will be repurposed for pipeline backfill and to change the grade of Neff Road through the intersection. 

Demolition of Purcell Boulevard between Full Moon Drive and the missing segment of Purcell begins. A partial closure of Purcell will be required to perform the work, residential access will be maintained throughout the construction window. 

Neff and Purcell Intersection 

The franchise utilities such as gas, power, cable, etc. continue progressing towards completion of relocating facilities to their ideal locations and depths, the City’s contractor is able to begin the planned improvements of the Neff and Purcell intersection. 

Rock hammering and excavation will be performed for stormwater infrastructure improvements. Expect intermittent periods of vibration and noise should be expected by properties near the Neff Road and Purcell Boulevard intersection. Installation of stormwater infrastructure will be performed as crews excavate the areas of work.

Road Closures and Detours

The intersection of Neff Road and Purcell Boulevard is closed for construction. Detour routes are listed below. Delays are expected. Give yourself extra time to reach your destination.

Detour Routes: 

  • Eastbound (south option) - go south on NE 8th Street, east on Greenwood Avenue, north on 27th Street  
  • Eastbound (north option) - go north on NE 8th Street, east on Butler Market Road and south on 27th Street 

  • Westbound (south option) - go south on 27th Street, west on Greenwood Avenue, north on 8th Street  
  • Westbound (north option) - go north on 27th Street, west on Butler Market Road and south on 8th Street

Temporary Pedestrian Access Routes

Please use marked temporary pedestrian detours. Please be aware the temporary pedestrian access routes will change as needed during different phases of work.
