SUMMARY:BMPO Citizen Advisory Committee
DESCRIPTION:The purpose of the Citizen Advisory Committee (CAC) is to involve the public in regional transportation planning. The CAC is comprised of 7-9 members. The CAC advises the Policy Board\, the decision making body for the Bend Metropolitan Planning Organization (BMPO)\, regarding regional transportation planning issues. The Policy Board considers recommendations from the Citizen Committee along with input from other public outreach efforts and other BMPO advisory committees.  \nThe CAC advises the Policy Board on several different aspects of transportation planning including public outreach techniques\, BMPO project priorities\, and BMPO planning documents such as the Metropolitan Transportation Plan.  \nThe CAC typically meets on the 2nd Tuesday of the month at 5:30 p.m. in the Board Room at Bend City Hall.  If you require special accommodation to attend or participate in a meeting\, please contact the BMPO staff at janderson@ci.bend.or.us or (541) 693-2122. \nAgendas and meeting packets are typically available one week prior to the meeting. The audit of the year ending June 30\, 2012 was recently completed. Staff will provide an overview of the audit.  \nMPO Document Amendments Background: Cascades East Transit underwent a Triennial Review by the Federal Transit Administration (FTA) in August and September. One finding of the review was that the MPO process for public notification of MTIP amendments and publication of the annual listing of federal projects did not fully meet federal requirements. At the October 18 Policy Board meeting staff introduced proposed changes to the following documents: 1) 2012-2015 Metropolitan Transportation Improvement Program\, 2) Title VI and Environmental Justice Plan\, and 3) Public Participation Plan. A 30-day public notification and comment period was held to solicit feedback on the proposed changes.  \n 2012-2015 Metropolitan Transportation Improvement Program Amendments Background: Several amendments for are proposed for the 2012-2015 Metropolitan Transportation Improvement Program (MTIP). Staff will provide an overview of each proposed amendment. Attachments: Summary of proposed MTIP amendments (Attachment E) Action Requested: Approval of the proposed MTIP amendments  \nAnnual Listing of Federally Funded Transportation Projects Background: As required by federal transportation law\, the Bend MPO must develop an Annual Obligation Report. The report includes all projects and programs for which federal transportation funds were obligated in Federal Fiscal Year (FFY) 2012 (October 1\, 2011 – September 30\, 2012) for the Bend urbanized area. Transportation projects and programs include roadways\, transit\, bicycle and pedestrian facilities.

The project is being funded from the 2011 transportation General Obligation (G.O.) Bond program. The total project cost is around $3 million. \nThe G.O. Bond program is a voter-approved package of street and intersection improvements located throughout the city. The bond measure authorized $30 million for eight separate projects which were selected based on known safety and congestion issues\, geographic location\, and the opportunity to provide local construction jobs.
