Southeast Area Plan Advisory Committee

To encourage the development of a complete community (a place where people can live, work, shop and play) in the southeast area of Bend.

The Southeast Area Plan Advisory Committee (SEAPAC) provided a forum for community input on the development of the Southeast Expansion Area Plan, provided feedback to the project team on project progress and the products developed for City Council adoption, and will make recommendations to the Planning Commission and City Council.

The City recruited individuals who represent the following interests to serve on the committee:

Owners of property within the Southeast Expansion Area a.k.a “the Elbow”
The Old Farm District Neighborhood Association
The Southeast Bend Neighborhood Association
An owner of property outside the UGB, but adjacent to the Southeast Expansion Area
The Boundary and Growth Scenarios Technical Advisory Committee, who advised the City on the 2016 UGB work
An economic development perspective, given the amount of land designated for employment in the Southeast Expansion Area

This report summarizes the work of the project team and SEAPAC for the Southeast Expansion Area.

Technical Appendix - January 2021

The Technical Appendix to the Southeast Area Plan Summary Report includes all of the products created by the project team and SEAPAC. It includes the Draft Amendments to the Comprehensive Plan Map and the Infrastructure Funding Plan.

Comprehensive Plan Map Changes

This file includes two pages. Page 1 displays the 2021 comprehensive plan designations proposed for the Southeast Expansion Area. Page 2 provides a side-by-side comparison of the 2016 plan designations with the 2021 plan designations.

Draft Comprehensive Plan and Development Code Text Amendments

This document includes proposed changes to the text and policies in the Bend Comprehensive Plan and proposed changes to the text of the Bend Development Code. It includes the draft text for a new addition to Chapter 2.7 of the Bend Development Code for the Southeast Area Plan.

Staff Report and Planning Commission Findings

This report summarizes the findings of the Planning Commission.

Site Studies and Field Work on Significant Trees and Rock Outcrops

The project team completed several site studies for properties in the Southeast Expansion Area. These studies evaluated potential building, development of local and collector streets, and verified locations of significant trees and rock outcrops.

School District property	This file is a map that presents a site study to evaluate whether an elementary school and any additional buildings could be developed south of High Desert Middle School.
