The Bend Urban Renewal Agency (BURA) is created and all authority shall be exercised by the City Council. Any act of BURA is an act of the Urban Renewal Agency only and not of the City or City Council.

BURA's administrative responsibilities shall be discharged by City of Bend personnel under the supervision of the City Manager, who shall function as the executive director. By a majority vote, BURA may select a Chairperson (that must be a member of the Agency and shall preside at all Agency meetings) and a Vice-Chairperson (that must be a member of the Agency and shall act as chairperson in the absence of the Chairperson).
