Reversion Deferral & Transfer Fee Program
The Bend Municipal Airport (BDN) recently completed an update to the Rules & Regulations, Minimum Standards, and Leasing and Development (R&R's). In developing the Leasing and Development Policy BDN took note of its obligation to make sure it is adhering to Airport Sponsor Grant Assurances. Grant Assurances (Obligations) | Federal Aviation Administration (faa.gov), specifically Assurances 5,22,24, and 38, which if violated would put in jeopardy all past and future Federal grants. This is the Federal Aviation Administration's (FAA) way of ensuring the highest and best use of grant assurance-obligated property, protecting the federal investment in our nation's airports.

Airport Appraisal
The City of Bend re-establishes airport rental rates on July 1st of years' ending in 0 and 5.
Why is the City conducting an appraisal? Pursuant to the Bend Municipal Code, Section 1.50.097, Lease of Airport Property, lease rates are based on an appraisal conducted every five years. The re-establishment of rent rates in years 0 and 5 is part of the Landlord's Uniform Rental Structure to ensure that lease rates are adjusted to reflect inflation and other economic conditions. This Rental Structure also facilitates parity between new and established leases and helps the City, as airport sponsor, comply with Grant Assurance 24, Fee and Rental Structure.
Airport Appraisal Commencing November 2024 to Establish Market Rent Rates in July of 2025: The City of Bend will be securing an independent appraiser to conduct a market rent appraisal for re-establishment of airport rent rates for all Airport leases. Once the appraiser is retained, the appraisal process will begin in November of 2024 with a final appraisal report being due by end of March, 2025. Thereafter, lease rates will be adjusted per the appraisal report recommendations effective July 1, 2025. Tenant Insurance
The City of Bend requires that insurance be purchased and maintained by all tenants and subtenants leasing property of any type from the City of Bend, including at the Bend Municipal Airport.

Aircraft Tail Number Reporting
The City of Bend requires all tenants of the Bend Municipal Airport to report aircraft N-Numbers to ensure the City of Bend Municipal Airport is in compliance with Federal Aviation Administrations (FAA) requirements. The FAA requires the Airport Manager to report N-Numbers of all aircraft based at the Bend Municipal Airport and all aircraft based at the airport are insured.

Hangar Inspections
Hangar Inspections – Commencing October 2024: The City of Bend will be conducting hangar inspections, to include city-owned and private hangars, in October of 2024. Follow-up inspections will be conducted in May of 2025. The City’s team of inspectors will include the Airport Manager, a Facilities Department representative, a Fire Department representative, and Real Estate Department staff. It is estimated that each inspection will take approximately 10-15 minutes. All tenants will be notified a minimum of 14 days in advance of the inspection date for their hangar.
