LAND SALES
The City of Bend has subdivided the remaining approximately 350 acres within the UGB/ City limits into approximately 8 tracts, ranging in size from 20 acres to 100 acres. On December 6, 2023, the Bend City Council declared approximately 200 acres for surplus for commercial and industrial development and directed staff to offer the properties for sale through a request for proposal (RFP) process. Please check the Real Estate page for additional information and status of any RFP surplus.

INCENTIVES
BEND ENTERPRISE ZONE
The Juniper Ridge Overlay Zone is located within the Bend Enterprise Zone program, administered by EDCO. The program encourages economic development by exempting real property and equipment taxes used in the production of tangible and intangible goods. Depending on the business’s qualifications, exemptions can be either for a period of three (3) or five (5) years.

JUNIPER RIDGE URBAN RENEWAL
The Juniper Ridge Overlay Zone is located within the Juniper Ridge Urban Renewal Area, administered by the Bend Urban Renewal Agency (BURA). BURA currently offers a Development Assistance Program for the Juniper Ridge Urban Renewal Area. The Development Assistance Program establishes development related tasks eligible for property tax increment reimbursement, the terms of a development agreement between the applicant and BURA, and the eligibility requirements for a project/development to qualify. The maximum amount of funding assistance available under the proposed program is capped at 10% of the total development/project cost.

COUNCIL WORK PLAN
In November 2020, the Bend City Council, adopted by resolution, a Juniper Ridge Work Plan as recommended by the Juniper Ridge Management Advisory Board (JRMAB) who met 11 times between July 2019 to October 2020. The Work Plan, is divided into three phases, and is intended to provide a blue print, for Council and City staff, of actions to address barriers to development in the Juniper Ridge Overlay Zone, and encourage employment based commercial and industrial development as identified in the 2016 Bend Comprehensive Plan.
