These adopted plans guide where and how Bend will grow.
Bend Comprehensive Plan: Chapter 11 (Growth Management) guides planning for the city’s growth. The plan uses 20-year forecasts of population, housing and employment. Using forecasts helps the City plan for Bend to have enough land for housing, jobs, schools and parks.
The plan includes:
- Ways community members can walk, bike, drive and use transit services
- Plans for quality water and sewer services
- Protection of historic resources, natural areas and wildlife habitat
- Goals for creating complete neighborhoods with access to jobs, services, parks and schools

Urban Growth Boundary (UGB) (Adopted in 2016): A project providing land for Bend's projected housing and employment growth. It included the addition of 2,380 acres of land to the City's UGB. Nine opportunity areas available for infill and development were also located. The map below indicates the UGB as adopted in 2016.
2018 Return on Investment Analysis: A report to help City Council make decisions about where to focus resources. The analysis led to investing in:
- Construction of the Murphy and Empire corridor projects
- Development of the Southeast Area Plan
- An urban renewal study for the Bend Central District, East Downtown, KorPine, and Inner Highway 20 / Greenwood
Area / Refinement / Concept Plans
- 2022 Stevens Road Tract Concept Plan: A plan leading to the development of a mixed-use neighborhood in southeast Bend.
- 2021 Southeast Area Plan: A plan guiding development of the Elbow expansion area.
- 2020 Core Area Project: A plan that led to the Core Area Tax Increment Financing District and implementation plan. A dashboard of Core Area performance metrics may be found here.
