What is the Comprehensive Plan?

The Bend Comprehensive Plan is the City's long range plan for land uses within the City.  The Bend City Council adopted the most recent version of the plan in 2016.  It serves as a guide for making decisions about land use and future development within the City's Urban Growth Boundary (UGB).  The Comprehensive Plan covers all land uses such as housing, places of employment, commercial services, schools, and parks.  The Plan also accounts for all needed infrastructure such as water, sewer, and transportation.  

What changes were adopted?

  • Adoption of a 2018 Collection System Public Facility Plan (CSPFP)
  • Adoption of changes to the text of these chapters of the Bend Comprehensive Plan: 
    • Chapter 2, Natural Features and Open Space
    • Chapter 3, Community Connections
    • Chapter 8, Public Facilities and Services

What is the Collection System Public Facility Plan (CSPFP)?

Cities like Bend develop and adopt plans for infrastructure, e.g. water, sewer collection, and transportation.  These plans include inventories of existing equipment and facilities, an assessment of their condition, and a list of projects to be completed to improve their performance.  The Collection System Public Facility Plan (CSPFP) is the City's plan for the wastewater (sewer) collection system in Bend.    

What other changes were adopted?

  • Changes to the text of Chapter 2, Natural Features and Open Space and Chapter 3, Community Connections, to remove outdated text and information, and include references to the 2018 Comprehensive Plan of the Bend Parks and Recreation District. 
  • Changes to the text of Chapter 8, Public Facilities and Services, to remove outdated text regarding the sewer collection system, and include updated text, figures, and tables to reference the 2018 Collection System Public Facility Plan.
