Growth Management works on different land use and transportation planning projects aimed at managing Bend's growth.


Growth Management staff is often asked how planning projects are chosen and prioritized. 

It's a great question!

Planning projects are chosen and prioritized in a variety of ways, including:

  • Results of studies that tell us where current and future needs are
  • Models that show how fast and where Bend is growing
  • Data that tells us how people choose to get around Bend
  • Input from people who live here
  • Direction from Bend City Council and through City Council goals

 


CURRENT PROJECTS

Stevens Road Tract Concept Plan:  From Concept to Community

The Stevens Road Tract Concept Plan is a plan for the development of a complete community on the east edge of Bend.  The project kicked off in October 2021 and was completed in June 2022.

Draft Housing Capacity Technical Analysis

Oregon Statewide Planning Goal 10 Housing requires cities to conduct a Housing Capacity Analysis (HCA), or Housing Need Analysis (HNA), every six years. The City is required to have an HCA adopted by December 31, 2024.  There will be an option to request an extension in order to meet new requirements.

In 2022, the City received a grant from the Department of Land Conservation and Development (DLCD).  Grant funds were used to carry out technical work related to an HCA. The City put together a draft HCA technical document (dated June 2023). The document provides an estimated range of possible future (2025-2045) urban growth boundary (UGB) land need.  The estimated range of land need is based on current methods and available data.

The draft document is not meant to be a final, adoptable product. Instead, it supports ongoing and future housing capacity work.  It also supports discussions of policy choices to meet Bend’s housing needs. Those policy choices will be part of a final HCA.  The final HCA will show how Bend intends to meet its anticipated housing needs over the next 20 years.
