The Safe Parking program allows non-profits, businesses, and religious or public entities to provide a space for people experiencing houselessness to safely camp, either in their vehicles, RVs, or temporary structures.
Since the adoption of the Safe Parking Programs into the municipal code in April 2021, non-profit organizations, often in partnership with communities of faith, have established a total of four sites throughout the City. Together, these sites have added more than 12 safe places for people experiencing houselessness to sleep.

I am Interested in Hosting Safe Parking
Who Can Host Safe Parking?
Safe Parking sites can be located on properties that are leased or owned by non-profits, businesses, religious entities, or public entities. Individual residential properties are not eligible to host safe parking.
Location Restrictions:
Overnight camping may be restricted in Neighborhood Covenant Agreements (CC&Rs). The City's municipal code does not alter CC&Rs. Please check with the HOA for the property to determine neighborhood restrictions.
There are Two Categories of Safe Parking...
Overnight Camping:
- Allows for up to three spaces for households experiencing houselessness to park vehicles overnight.
- Does not require formal authorization from the City
- Sanitation services, including trash disposal, a bathroom, and a handwashing station must be available for participants.
- No fee may be required of participants.

Transitional Overnight Parking Accommodations:
With authorization from the City, up to six vehicles and/or temporary huts may be used for overnight accommodation for individuals or families experiencing houselessness. More than 6 spaces may be allowable with prior approval from the City.
