Our staff is responsible for:

  • Wage and benefit administration
  • Labor negotiations and union contract administration, including conducting salary surveys
  • Recruiting, examining, and certifying job candidates

  • Ensuring compliance with labor laws

The department also assists to administer various employee benefit programs such as medical and dental health benefit programs, and coordinates voluntary benefit programs like deferred compensation and other insurances.

Veterans' Preference

Under Oregon law, Veterans who meet minimum qualifications for a position may be eligible for employment preference. If you are an eligible qualified Veteran you will receive 5 percentage points and if you are a qualified Disabled Veteran you will receive an additional 5 percentage points, for a total of 10 percentage points.

To qualify for veterans' preference (non-disabled) you must submit a copy of your Certificate of Release of Discharge from Active Duty (DD214/DD215) that reflects your "Honorable" separation status. To qualify for additional preference as a disabled veteran you must submit a Certificate of Release of Discharge from Active Duty (DD215/DD215) and an employment preference or eligibility letter from the United States Department of Veterans Affairs.

Veterans' preference cannot be awarded without required documentation, this documentation must be submitted prior to the closing date of the recruitment. Documentation can be uploaded to your application or sent to the City of Bend Human Resource department.

BEND FIREFIGHTERS ASSOCIATION

The Bend Firefighters Association is a member of IAFF, Local #227, representing approximately 69 fire and ambulance personnel.

The Bend Police Association represents approximately 112 sworn officers and administrative staff within the Police Department.

CITY OF BEND EMPLOYEE ASSOCIATION

The City of Bend Employee Association (COBEA) representing approximately 160 labor, technical and clerical employees in the Public Works, Finance, Information Technology and Community Development departments.

Employee Handbook
