This study analyzes alternatives and recommends long term solutions that maximize reuse and revenue-generating potential for hauled waste products generated in Central Oregon.

Central Oregon is rapidly growing in population and with this growth comes more waste. Currently there is no long-term solution for hauled wastes in the region, such as breweries, septic tanks, and fats / oils / grease. These waste streams can be used to generate beneficial products through resource recovery that provide economic and environmental benefits.

With guidance from a broad array of stakeholders, the project team will evaluate waste management options and make recommendations on the following:

Increasing resource recovery and reuse
Increasing revenue generation
Decreasing costs to ratepayers, agencies and businesses
Improving environmental benefits

Stakeholder Participation

At key project milestones, the Project Team will solicit Stakeholder input regarding existing practices, potential alternatives, analysis of alternatives and recommended solutions.

1. What is the Regional Resource Recovery Project (R3P) Analysis Project?

Multiple hauled liquid waste streams are a growing concern for the City of Bend and Central Oregon. Millions of gallons of waste fats, oil, and greases [FOG], high-strength brewery waste, and septic tank / portable toilet wastes are currently applied to agricultural land. As one of the fastest growing regions in the United States, application sites are diminishing as the volume of waste is increasing which is problematic for several reasons.

The City of Bend is taking a leadership role and working with regional partners to perform a strategic analysis of alternative management solutions for regional hauled wastes. The overall goal is to identify viable opportunities for enhanced waste management in order to mitigate the negative impacts and inherent risks of current practices.

2. How is this project beneficial to myself or my organization?

Regional stakeholders include Central Oregon cities / counties, the State of Oregon, breweries, restaurants, waste haulers, utility companies, environmental groups, and disposal area landowners.

The public has an interest as well from an environmental and economic perspective.
Anticipated benefits of the project include:

Leeway Engineering Solutions is assisting the City of Bend with overall project implementation. Leeway’s sub-consultant team includes West Yost and CIP Consulting.

4. How do I get involved or provide input?

Primary stakeholders will be asked to participate in direct interviews with the project team. Other Stakeholders will be asked to complete a related survey.

5. What is the schedule for the project?

Final updated documents are planned for July 2022. Presentation to the Bend City Council is anticipated in mid-2022. Continue to check the project website for up-to-date project information.
