Stormwater discharge is regulated by the city, state and federal governments. Permits are required for municipalities to manage the stormwater drainage within their cities and annual reports are required to keep the permits.

 



City of Bend Stormwater Permits:
The City of Bend has two Oregon Department of Environmental Quality (DEQ) permits for discharging stormwater through the storm sewer system. One permit is for discharges to the river, and the other is for discharges to groundwater. These permits are required by the Federal Clean Water Act and the Federal Safe Drinking Water Act.


Integrated Stormwater Management Program Document:
The Integrated Stormwater Management Program Document describes how the City will implement the required measures in its two regulatory stormwater permits from the Oregon Department of Environmental Quality (DEQ). The plan is required, reviewed, and approved by DEQ.


Stormwater Master Plan:
The Stormwater Master Plan is a City planning document that provides the strategy for addressing stormwater in different regions throughout the City, including recommended stormwater infrastructure improvement projects over a 20-year period. Stormwater Annual Reports:
The City is required to submit annual stormwater reports to DEQ by November 1st of each year. Annual reports include information by fiscal year (July 1st to June 30th).

River Water Quality Monitoring: The City conducts water quality monitoring in Tumalo Creek and the Deschutes River each year at 12 locations. This data is used to improve the understanding of water quality conditions over time and inform management and policy.
