A site-specific pathway for homeowner associations, community associations, and commercial properties to reduce water consumption while maintaining healthy and efficient landscapes. 

This program connects commercial customers to resources to meet their water-saving goals. Projects can include landscape conversions, system efficiency upgrades, or other potential water-saving upgrades. This program is currently offered to City of Bend water customers.

Program Process: 

  1. Prior to applying, consider the Water Saving Goals of the property, such as improving system efficiency (equipment upgrades), landscape conversions (turf removal), and/or produced water savings (other).

  2. Create a Landscape Plan using an aerial map or sketch of the project area; include site dimensions and the proposed changes. 

  3. Complete a WWC Application and receive a project confirmation email from the City of Bend. 

  4. Schedule and attend a System Evaluation; during the evaluation, the City of Bend staff will assess the site conditions and identify water-saving opportunities.

  5. Collaborate with the City of Bend to identify specific actions needed to achieve the Water-Saving Goals of the property. 

  6. Sign the program Service Agreement, which will serve as an Approval to Proceed with the project. 

  7. Schedule a Pre-Construction Meeting with the selected landscape contractor (this meeting may be combined with the System Evaluation).

  8. Complete the project within 90 days of receiving the Approval to Proceed; all projects must be completed by October 31st.

  9. Notify the City of Bend after project completion to schedule the Follow-Up Evaluation before October 31st.

  10. Attend the Follow-Up Evaluation; when all project conditions are met, the applicant will be granted Final Approval; the evaluation may include diagnostic tests of the irrigation system to assess efficiency and a review of water consumption data. 

  11. Submit Project Documentation to the City of Bend, including W-9 for rebates over $600 and receipts and invoices documenting project expenses.   

  12. Receive a rebate check within 60 days of Final Approval and receipt of Project Documentation

  13. Receive recognition for their participation in the program, if desired, through community signage and media recognition. 

  14. Continue Regular Maintenance of the new landscape; completed projects must be maintained and remain in compliance with all program terms and conditions for five (5) years following receipt of the rebate.
