Are you a neighbor to a short term rental and need to report an issue?

Tenants and owners of short term rentals are encouraged to follow our Good Neighbor Guidelines, outlining the importance of being a good neighbor while visiting Bend. If you believe they are not, or you have other issues to report, we have outlined the steps below.
Complaints about the Behavior of Guests
For initial inquiries or reports about noise, the number of guests, parking, garbage disposal, or other elements violating the Good Neighbor Guidelines, please contact the property owner or their designated 24/7 emergency contact.

The short term rental owner or their designated 24/7 Emergency Contact should be available by phone at all times while the property is rented.
If the Issue is not Resolved
For noise, parking and disorderly conduct concerns, contact the Bend Police Department’s non-emergency dispatch at (541) 693-6911 while the issue is occuring.
For issues involving building codes, occupancy, trash, and snow removal, report a code enforcement issue.
Next Steps
If the owner or representative doesn’t respond or gives an inadequate response, you can email your complaint to the Licensing Division at licensing@bendoregon.gov. We will respond or investigate as needed. We first try for voluntary compliance, but if there’s substantial evidence for further action, we will follow the following warning procedures:
- For the first offense within a 12-month, the owner will get a warning notice.
- If the same offense continues to occur, or a similar one occurs during that same 12-month, the City may either send the owner a second warning or suspend their operating license for 90 days, depending on how serious the offenses are.
- If a third similar offense occurs during the same 12-month period, the owner’s operating license will be revoked.
Short Term Rental Owner Responsibilities
The short term rental owner or their 24/7 emergency contact must respond to neighborhood questions, concerns, or issues in a timely manner. However, they are not expected to act as peace officers or code enforcement officers or put themselves in risky situations.
The owner or representative should keep a record of complaints and actions taken in response, either electronically or in writing. This record can then be made available for City inspection upon request.
Repeated failure to respond to complaints relayed by City staff can lead to a warning and potential revocation of their operating license under Bend Code 7.16.090.
