The City of Bend may issue a Temporary Change of Occupancy Permit based on the discretion of our Building Official as allowed in the Oregon Structural Specialty Code. You can only get three permits per year for each location, according to policy set by Bend City Council. To get this permit: apply, pay the fees, your application will be reviewed, and our Building Official will make their determination on issuance.

Apply for a Temporary Change of Occupancy Permit

Processing Time:

  • 1-49 Occupants: Allow a minimum of 1 week for initial review.
  • 50-299 Occupants: Allow a minimum of 2 weeks for initial review.
  • 300-999 Occupants: Allow a minimum of 4 weeks for initial review.
  • 1000+ Occupants: Allow a minimum of 4 weeks for initial review.

1Step: Prepare and complete the required application documents

Before you submit your Temporary Change of Occupancy Permit application, complete the following items. These will be submitted with your application.

We compiled these items as a checklist in a printable format, which must be completed and submitted along with your permit application.

  1. For all permit applications no matter the number of occupants:
    • Complete floor plan.
    • Exits (include door swing direction and door opening mechanism like push bar, latch, or door handle).
    • Emergency exit lighting.
    • Restrooms (number of toilets, indicate if unisex or single sex).
    • Accessibility plan (parking, route, seating, restrooms, and locations of all accessibility signage).
    • Seating/table layout.
    • Location of safe dispersal area.
    • Fire Department access.
    • Indicate if food and/or alcohol will be served.
    • If the event includes outdoor areas, include these in your plan. Show tents, temporary restrooms, tables, and other obstacles that may hinder evacuation.
      • Indicate proposed occupancy for each location, both inside and outside the building.
  2. For 50-299 occupants requested:
    • Include all items from #1.
    • Fire watch plan.
    • Emergency exit lighting is required.
    • At least two exits with panic hardware are required.
  3. For 300-999 occupants requested:
    • Include all items from #1 and #2.
    • Security and emergency personnel.
  4. For 1000+ occupants requested:
    • Include all items from #1, #2, and #3.
    • An approved crowd manager for each 250 occupants (1:250).
    • A crowd management plan.

NOTE: Ensure all staff, caterers, servers, security, etc., are included in the number of occupants requested.

2Step: Submit your Temporary Change of Occupancy Permit Application

  • In the Online Permit Center Portal, under choose the application type, select “Change/Certify Occupancy.”
  • On the Work Items Step, select “Temporary Change of Occupancy.”
  • Complete the rest of the form and submit the application.
    • Be sure to have all previously completed items from Step 1 above ready to upload to your application.
