PROJECT PURPOSE
Long Term Goals and Near Term Limitations
- The Transportation System Plan (TSP) identifies improvements along the entire Portland Avenue corridor from Wall Street to College Way: Design and construct a multi-modal transportation facility and safety improvements to help with pedestrian, bicycle, and vehicular connectivity from Wall Street to College Way (TSP 2019 estimate $17.7M).
- Current budget for Portland Avenue Project is $3.5M.
- This funding constraint limits the amount of improvements that can be constructed at this time.
- The larger funded project will be designed and constructed at a later date.
DESIGN AND CONSTRUCTION
Project improvements are being designed and constructed in segments as part of separate area projects to take advantage of the most efficient opportunities for project delivery. Link to each partner project for specific details about design and construction for each segment.
- West of the Portland Avenue bridge to Ninth Street will be built as a synergy project concurrent with the Awbrey Butte Waterline Improvement project.

PROJECT FUNDING
The City of Bend’s Transportation System Plan identifies a $17.7 million Portland Avenue Improvements Project to address multi-modal transportation, safety Improvements and connectivity for bicyclists and pedestrians. The voter-approved 2020 Transportation GO Bond funding incorporates only a portion of the planned improvements ($3.5 million), serving as a limited funding first phase of this project, providing improvements focused on the goals as outlined below. The fully funded project ($17.7M) as identified in the Transportation System Plan is not scheduled or funded at this time.
