The City of Bend implemented a new utility billing software and took the opportunity to improve the design and clarity of the bills based on experience and feedback from our customers.

We have updated the proration method to bring our stormwater fees, extra strength program fees, and fire line fees in line with the proration method used for all other charges. Before the update, these three categories of fees were not prorated, meaning that you were charged a flat fee regardless of the number of days in a given month. As with the other fee categories, these charges will now be prorated according to a 30-day billing cycle, meaning that you will see a flat fee for all months with 30 days, and prorated charge for months with 28 or 31 days. Making this change was an opportunity for us to bring proration methods for all categories of charges which appear on the utility bill into alignment.

As of July 1, the City will be completing the annual adjustments to the Fees Resolution which may cause additional changes to your rates. All applicable fee changes will appear beginning with your August bill.

Yes. There were no changes to our online payment processing system, Invoice Cloud, as part of our transition to a new Utility Billing software.

No. All existing auto-pay arrangements within Invoice Cloud were retained through the transition to the new Utility Billing software.

Yes. Payments should be mailed to PO Box 34533, Seattle, WA 98124. Please note that all payments must be accompanied by their remittance coupon.

Based on current COVID-19 guidelines in effect, you may make a payment in person at the Utility Billing office at 639 NW Franklin Avenue. Payment drop boxes are also available at 710 NW Wall Street and 639 NW Franklin Avenue in Bend.
