Rates and charges are listed below are effective as of July 1, 2024.
The following rates and charges were adopted by a vote of the Bend City Council. A copy of the current fees resolution, which establishes all City of Bend fees and charges, is available online. Click here to view a copy of the current fees resolution.

RESIDENTIAL RATES
Most utility customers in the City of Bend live in single-family residences and are charged for water, sewer, and stormwater at the residential rate. The City of Bend Utility Department considers a single-family residence to be classified as a dwelling or unit in which the water meter is not shared with any other dwelling or unit.
Multi-family dwellings are classified by the City of Bend Utility Department as multiple dwellings or units that are permanent residences and share a single water meter. This includes, but is not limited to, duplexes and other multiplexes, townhouse and apartment structures, and single-family homes that share their water meter with an ADU. These are also charged at the residential rate.
Monthly base water charges for metered accounts are according to meter size, plus charged for all water use. A typical single-family home uses a 3/4" meter. The base rates listed below are based on a 30-day billing cycle and will be prorated for the number of days in any billing period that is not 30 days.

Monthly sewer charges for all customers include a base charge to make sewer service available, plus a volume charge based on your Winter Quarter Average (WQA).
Base rates listed below are based on a 30-day billing cycle and will be prorated for the number of days in any billing period that is not 30 days.
WQA is the average water consumption during the winter month billing periods. For City of Bend water customers, the winter months used are December, January, and February. Using winter months helps to exclude outdoor water use, when calculating the monthly average output of wastewater for your household. Your WQA is recalculated annually in July and your new WQA will appear on your August bill. New City of Bend customers are set to a default WQA, based on a city-wide average, until their winter water usage can be measured.
If you are a new customer whose monthly water usage is less than the default WQA or an existing customer who experienced a qualifying event during the winter months, you may be eligible to appeal your WQA. Click here to learn more about the WQA appeals process and download the WQA appeal form.

Stormwater service charges are based on impervious surface coverage per Equivalent Residential Unit (ERU). One ERU is equivalent to 3,800 square feet of impervious surface coverage, which is the average amount of impervious surface for a single-family residence in Bend.
Impervious surface coverage is defined by the City of Bend as: A hard surface area that either prevents or retards the entry of water into the soil mantle. Common impervious surfaces include: building roofs, walkways, patios, driveways, parking lots, concrete or asphalt paving, gravel roads, and packed earthen materials.
For single family residential and duplex stormwater-only customers (those City residents paying neither a City water nor City sewer charge), bills are mailed quarterly.
STORMWATER MONTHLY CHARGE
$7.55 per ERU
Monthly charges for the Transportation Fee are charged to residential accounts within city limits to contribute to the operations and maintenance of the City transportation system.

Customers requesting bulk sales of water from a Portable Fire Hydrant Meter and Backflow Assembly Unit must apply for use permits and pay installation fee and/or daily use fee in advance of use on the City's Online Permit Center Portal. The Monthly Use Fee and Consumption Charges for use of the Portal Fire Hydrant Meter and Backflow Assembly Unit will be billed on a monthly basis for permits longer than 30 days.

EXTRA STRENGTH SEWER RATES
The Extra Strength Program covers the cost involved in treating the wastewater that is discharged from businesses who generate higher than average pollutants. All non-residential users who discharge wastewater into the City wastewater system that is above the domestic wastewater maximum of 500 parts per million (ppm) of Biochemical Oxygen Demand (BOD) and 500 ppm of Total Suspended Solids (TSS) will be billed using the following Extra Strength Program rates and charges. The monthly stormwater service charge is based on impervious surface coverage per Equivalent Residential Unit (ERU). One ERU is equivalent to 3,800 square feet of impervious surface coverage, which is the average amount of impervious surface for a single-family residence in Bend. Where the calculation results in more than 1 ERU, the result shall be rounded to the nearest whole ERU.

Fire line service charges are the fees associated with maintaining the pressurized sprinkler system that is installed in most commercial buildings. These fees are determined by the size of the fire line, as well as whether the property is located inside or outside City limits. Each individual fire line will be billed monthly, though the charges may appear as a combined total on your statement.

OTHER FEES & DEPOSITS
City of Bend utility accounts may be subject to fees and charges other than base rates and usage charges. Following is a list of fees that the average City of Bend utility customer might be charged. This list is not all-inclusive.
The account set up fee is a non-negotiable administrative fee that is charged whenever service is initiated or transferred into the name of a City of Bend customer. It will appear on your first bill as a one-time $15.00 charge.
This charge is subject to franchise fees.
The City requires that a deposit be paid by:
- New customers to the City for water and sewer utilities
- Previous customers who have not maintained a full year of good credit
- Any previous customer sent to collections
The amount of the deposit is $125.00, half of which is billed on your first monthly bill and the other half on the following bill. After one year of good credit with the City, the deposit amount will be credited to your account. Deposits are refunded without interest and may be used to cover any outstanding amounts owing on any accounts of the same account-holder.
Appeal process without sampling and/or monitoring. Additional monitoring and/or sampling fee may apply to appeal requests.

A municipal franchise fee is the "rent" that a utility company pays the city to use the right-of-way (ROW) for its lines, pipes, poles, etc. The "rent" compensates for the impact on the streets and sidewalks. These fees are typically passed on to the utility customers.
The City is the utility provider for water and sewer service so the water and sewer utilities are required to pay a franchise fee to compensate for the impact on the street and sidewalk system from installing and repairing the water and sewer lines, which are typically in the right-of-way.
Per City Council ordinance, garbage franchise fees collected are allocated to street maintenance or other purposes that benefit the City administered right-of-way while water and sewer utility franchise fees were historically designated by Council to the Transportation Construction Fund to fund transportation projects.
Effective July 1, 2020, 25% of the water and sewer franchise fees are allocated to the Accessibility Construction Fund to fund accessibility improvements, and 75% are allocated to the Transportation Construction Fund to fund transportation improvements. All other franchise fees are allocated to the General Fund as discretionary revenues.
The current franchise fee is 6%, assessed against all water and sewer revenues, excluding deposits, for customers residing within the City of Bend.

WATER SERVICE DELINQUENCY BASE FEE
When water utility services are discontinued for non-payment, the total bill plus all delinquent fees must be paid in full before service can be restored. For service restoration after normal business hours, an additional after hours service fee will be charged (see below).

This fee is charged for same-day restoration of water service if restoration occurs during non-business hours (5 p.m. to 8 p.m. on weekdays, 8 a.m. to 8 p.m. on weekends or holidays). Service restoration is not available between the hours of 8 p.m. and 8 a.m. on any day.
The water service delinquency after hours fee is in addition to the water service delinquency base fee.
An After Hours Service Agreement (“promissory note”) may be required in order to reinstate or establish water service outside of normal business hours. No payments will be accepted by field personnel.
