Public Participation Plan

The intent of the plan is to provide a documented process for providing the public and others with reasonable opportunities to be involved in the MPO planning process. Engaging the public, and specifically certain population groups, can often be challenging for MPOs due to a number of factors. This plan helps mitigate this challenge by serving as a guide to ensure there are opportunities to be involved in major planning, programming, and project decisions made by the Bend Metropolitan Planning Organization (BMPO). Beyond efforts to push information out to the public, the Plan encompasses strategies and activities that seek to provide opportunities to enable involvement of all populations in the BMPO’s planning and decision-making processes.

Title VI Plan and Annual Reports

You have the right to be treated fairly in the transportation planning process. Federal law prohibits discrimination. This law is provided in Title VI of the Civil Rights Act of 1964, referred to as "Title Six". The BMPO is committed to ensuring that the work we do is fair and meets the requirements of Title VI, in addition to other non-discrimination and equity related Executive Orders and statues, as described in the BMPO Title VI Plan.

The BMPO is required to submit a Title VI Accomplishment Report annually to ODOT.

Discrimination Complaint?

If you believe that you have been treated unfairly, you may file a written complaint with the BMPO. Complaints may be filed by any person who believes that he or she has been excluded from participation in, been denied the benefits of, or otherwise subjected to discrimination under any MPO service, program, or activity, and believes the discrimination is based upon race, color, national origin, gender, age, disability, economic status, or limited English proficiency. Written complaints will be investigated.
