This is possible because the program allows property owners to use an ADU building plan that has already passed Building Plan Review and meets building code. The design is pictured below. The two façade options are a shed roof style or gable roof style; the floor plan is the same.
Pre-approved plan developed by the City of Eugene and shared at no cost with enthusiastic permission.
The program also helps the city meet community goals by encouraging more housing and more diverse options throughout the city. Other benefits include:
- Creating more housing opportunities in existing neighborhoods, taking advantage of existing infrastructure.
- Creating opportunities for intergenerational living, on-site caretakers or assistants.
- Providing financial benefit to the property owner.
- Triggering economic development at a local scale through local builders/contractors.
HOW TO GET STARTED
- Review the City's pre-approved design and decide which roof style you want to use.
- Note: Changes are not allowed to pre-approved plans.
- Finalize the design for your lot specific needs. In most cases, this will require connecting with an architect, designer, or licensed general contractor. At minimum, this includes preparing a site plan.
- Apply for a building permit through CityView Portal. When submitting, please identify the plan as part of the pre-approved ADU program in the project description section.

BACKGROUND
One of the City Council's 2021-2023 adopted goals is “Take meaningful action to make this statement a reality: People who live and work in Bend can afford housing in Bend.”
One of the ways the City does this is by looking for opportunities to remove any barriers to building different housing types. The idea to have pre-approved ADU plans came after research showed other Oregon cities, like Eugene, have taken similar measures to make it easier for a property owner to build an ADU.
Encouraging the development of more types of housing is important because a wider diversity of housing types expands choice for Bend residents. By encouraging housing types other than single-family detached dwellings, smaller housing units may be developed. Because price often increases as square footage increases, smaller units can be less expensive, and often have lower operating and maintenance costs.
Expanding housing options helps creates more housing that is affordable by design.

These plans are provided as a courtesy by the City of Bend for application and permitting purposes only. The plans have been reviewed for minimum Oregon Residential Specialty Code compliance.
