Code Enforcement’s mission is to protect the health and safety of the city’s residents and visitors, and the livability of the community, by ensuring compliance with the city’s land use, environmental and building codes.

The Development Services division acts as a liaison between the City’s development community and the City services needed to conduct work according to City code, standards and specifications and statutes.

One of the key programs managed by the Development Services Division is the System Development Charges (SDC) program, which involves calculating and collecting fees that pay for future water, sewer and transportation infrastructure as well as provide for a variety of programs that incentivize various types of development.

The division also manages the Agreements & Performance Agreements Program, which ensures that agreements needed as part of development are properly executed and managed, and the Residential Land Divisions Early Actions Program, which allows housing permits to be submitted and reviewed prior to the recording of a plat.

The Planning Division provides guidance and permitting for development projects such as commercial and residential site plans, land divisions, changes of use, historic preservation, signs and more. This division administers the Bend Development Code, the Sign Code, and the Historic Preservation Code, including regular code amendments and all permit-related programs. Planning staff also support two Council-appointed committees; the Planning Commission and the Landmarks Commission. All division work supports the Bend Comprehensive Plan policies related to development and growth management.

The Private Development Engineering Department (PDED) reviews, permits, and inspects privately-funded work in the public right-of-way per City of Bend Standards and Specifications and other local, state, and federal requirements. Engineering staff reviews and approves permits related to street improvements, utility installations or abandonments, grading and erosion control, stormwater management, and traffic control. Right-of-way inspectors field-verify that projects are constructed per approved plans. PDED works closely with engineering and architectural firms, contractors, and land owners.
