Programs

System Development Charges

One of the key programs we handle at the Development Services Division is the System Development Charges (SDC) program. This program helps us calculate and collect fees for funding future water, sewer, and transportation projects. It also supports various programs that encourage different types of development.

Agreements

Another program we offer is managing the City of Bend’s Agreements & Performance Agreements. Our job is to make sure all the agreements needed for private development are properly handled and managed throughout their lifespan. Some examples of these agreements include Easements, SDC Credit Agreements, Performance Agreements, Stormwater Maintenance Agreements, and more.

Applying for Agreements

City staff will let you know when it’s time to apply for different agreements.

  1. For Performance Agreements, just email development@bendoregon.gov when you’re ready to apply.
  2. For all other agreements, city staff will direct you to apply. Follow these instructions to apply:
  1. In the Online Permit Center Portal, under Engineering & Agreements choose 'Apply’
  2. Under “Application Type” choose the appropriate agreement you need to apply for.
  3. Complete the rest of the form, upload any required items, submit the application, and pay any fees that are due.

Residential Land Divisions Early Actions Program

The Residential Land Divisions Early Actions Program lets you submit and review housing permits before the plat is officially recorded. This program aims to shorten the time between when the City of Bend approves a subdivision application and when building permits can be issued for the approved lots, even before the subdivision is officially recorded with the County Surveyor.
