MIDDLE HOUSING

HOUSE BILL 2001

HB 2001 was adopted by the Oregon Legislature in 2019 to help provide current and future Oregonians with more housing choices.

Housing is a statewide issue. That means the City must follow rules that have been decided by the state. The Oregon State Legislature passed House Bill (HB) 2001 in 2019 which requires cities over 25,000 population to allow the development of "middle housing", such as: 

  • Duplexes “on each lot or parcel zoned for residential use that allow for the development of detached single family dwellings”, and
  • Triplexes, quadplexes, cottage clusters, and townhomes “in areas zoned for residential use that allow for the development of detached single family dwellings”.

EXPEDITED MIDDLE HOUSING LAND DIVISION

SENATE BILL 458

SB 458 was adopted by the Oregon Legislature in 2021. SB 458 creates an expedited process for the review and approval of land divisions for middle housing types, such as duplexes, triplexes, and quadplexes. The expedited process streamlines the review of residential land divisions, with a goal to allow for more homeownership opportunities. The new lots will result in exactly one dwelling unit on each lot.

MICRO-UNITS

Micro-unit development means a building containing multiple micro-units   a shared kitchen(s).  A Micro-unit typically consists of one room used for living and sleeping purposes and includes permanent provisions for sanitation. A micro-unit does not include a kitchen.

SHARED COURTS

Shared court means a townhome development that fronts onto a private access drive designed for pedestrians and vehicles.
