On April 21, 2021, the Bend City Council adopted Ordinance No. 2405 approving the Southeast Area Plan. The goal of this plan is to encourage the development of a complete community (a place where people can live, work, shop and play) in the southeast area of Bend.

Through this process, the City worked with property owners, area residents, and other stakeholders to determine:

  • Land use planning designations and final zoning
  • The location of necessary infrastructure (sewer, water, and transportation)
  • The type and general location of parks, schools, open space, and other public amenities
  • Funding strategies and implementation measures to ensure successful development of a complete community within the area

General Overview

The Southeast Area was identified in the 2016 urban growth boundary (UGB) expansion as the “Elbow Expansion Area”. This area contains approximately 479 acres outside of city limits and within the UGB. It consists of 446 developable acres divided into 31 parcels that are owned by 27 property owners.

Where is the Southeast Expansion Area?

The Southeast “Elbow” area is located at the southeast edge of the current Bend city limits. It is bordered by Knott Road to the south and SE 27th Street to the east.  It is bordered by the current city limits to the north and west. It includes High Desert Park and High Desert Middle School. Use the link below to explore an interactive map of the project area.

Why was the Southeast Area Plan developed?

In 2016, the City of Bend expanded the UGB to accommodate the population forecast of 115,063 residents by 2028.  Through this process, the City identified ten "expansion areas" totaling 2,380 acres to include inside the UGB.  The Southeast Area was one of those identified expansion areas.

When did the Southeast Area Plan start and when was it completed?

Work on the plan began in September 2018 and was completed in December 2020.  The Bend Planning Commission conducted a public hearing and forwarded their recommendation to the Bend City Council on January 25, 2021.  The Bend City Council approved the Southeast Area Plan through the adoption of Ordinance 2405 on April 21, 2021.

What's next for the Southeast area?

Now that the Southeast Area Plan is adopted, property owners within the area may begin the application process for annexation and development of their property in a way that is consistent with the plan.

 

This project was coordinated with the Bend Transportation System Plan (TSP).

Southeast Area Plan Summary Report - February 2021

 

The Final Report summarizes the work of the project team and SEAPAC for the Southeast Expansion Area.

The Technical Appendix to the Southeast Area Plan Summary Report includes all of the products created by the project team and SEAPAC. 

Comprehensive Plan Map Changes

 

This file includes two pages.  Page 1 displays the 2021 comprehensive plan designations proposed for the Southeast Expansion Area.  Page 2 provides a side-by-side comparison of the 2016 plan designations with the 2021 plan designations.

Comprehensive Plan and Development Code Text Amendments

 

This document includes the adopted changes to the text and policies in the Bend Comprehensive Plan and proposed changes to the text of the Bend Development Code.  It also includes the adopted text for a new addition to Chapter 2.7 of the Bend Development Code for the Southeast Area Plan.

Staff Report and Planning Commission Findings This document summarizes the findings of the Planning Commission.

 


SOUTHEAST AREA PLAN ADVISORY COMMITTEE (SEAPAC)

The Southeast Area Plan Advisory Committee (SEAPAC) provided a forum for community input on the development of the Southeast Expansion Area Plan, provided feedback to the project team on project progress and the products developed for City Council adoption, and made recommendations to the Planning Commission and City Council.

  • The Boundary and Growth Scenarios Technical Advisory Committee, who advised the City on the 2016 UGB work
  • An economic development perspective, given the amount of land designated for employment in the Southeast Expansion Area
