Planning amendments for the Stevens Road Tract have been approved by the City Council.  The amendments guide how the 261-acre property will be developed.

 

Adopted Planning Amendments (December 11, 2023, version)

House Bill 3318 (HB 3318) required the City to develop and adopt “planning amendments” to guide master planning of the Stevens Road Tract.  These amendments include changes to the Bend Comprehensive Plan, Development Code, and Transportation System Plan.  Section 9 of HB 3318 lists the required pieces the City must include and adopt in the planning amendments.  You may access and download the adopted planning amendments for your review.

What was the purpose of this project?

The Stevens Road Tract Concept Plan is the first of many steps leading to the creation of a new neighborhood in Bend.  The plan lays the foundation for expanding the urban growth boundary (UGB) and amendments to the Bend Comprehensive Plan.  It also leads to a future property sale, master planning, and development of the site based on the requirements of HB 3318.  

Passed in June of 2021, HB 3318 provides a different approach to add 261 acres to Bend's UGB.  It outlines a process and directs the type of development of a "complete community".  Development will include deed-restricted affordable, workforce, and market-rate housing, parks, mixed uses, and employment uses.  Transportation options that support walking, biking, and transit are part of the plan and will be included in development.

Where is the property located?

The Stevens Road Tract is the eastern portion (261 acres) of a 640-acre property east of 27th Street and the Stevens Ranch Master Plan.  It is bound by Stevens Road to the north and a County-owned property to the south.  To the east, a large rocky ridge line separates this area from a small neighborhood of homes on a bluff located in Deschutes County.  A map of the property's location may be found below or by selecting this link.

What is the history of the property?

The property was acquired by the State of Oregon from the federal Bureau of Land Management in the 1990’s.  It is managed by the State Land Board through the Oregon Department of State Lands (DSL) to benefit the state’s Common School Fund (CSF).  Revenues from the CSF support kindergarten through 12th grade education in Oregon.  

CSF lands are managed as a “trust” to maximize revenues consistent with sound stewardship and business management principles.  As the trustee, the State Land Board has a duty to maximize the value of, and revenue from, CSF lands over the long term. The Stevens Road Tract Concept Plan meets these obligations through the requirements of HB 3318.

What was the project timeline?

Work began on the Stevens Road Tract Concept Plan in October of 2021. Several planning and community engagement steps occurred during the project. 

The draft plan was presented to the Planning Commission and City Council for approval in the Spring of 2022.  HB 3318 required an approved plan be submitted to the Oregon Department of Land Conservation and Development by July 1, 2022.
