Second Street modernization and safety improvements will make travel safer and less stressful for all users with a better-connected bike network and better walking opportunities.

CONSTRUCTION - PHASE 2
On Oct. 16, Bend City Council and Bend Urban Renewal Agency approved funding for Phase 2, the final phase of this project. With the Phase 1 water line installation complete, crews begin Phase 2, the complete street reconstruction (and removal of the old water lines) between Greenwood Avenue and Franklin Avenue on Oct. 21.
To reduce impacts, Phase 2 work will be completed in two stages and limited to one side of the street at a time when possible.
Stage 1: October 2024 through March 2025
When possible, Stage 1 construction will occur on the east side, with the west side remaining open to southbound traffic only (from Greenwood heading toward Franklin).
Notice: In addition to the traffic impacts listed below, a short-term full closure on Second Street between Greeley Avenue and Franklin Avenue is scheduled on Monday & Tuesday, Oct. 21-22, 7 a.m. – 5 p.m. This closure is needed to safely remove the trees on this block.
WHAT TO EXPECT DURING CONSTRUCTION
Traffic Detours and Delays
- Expect traffic impacts, delays and full eastbound lane closure. Traffic is limited to southbound one-way travel only. Use First and Third street when possible.
- Many cross-streets will have limited access.
- Only vehicles traveling east on Greenwood are able to turn onto Second Street.
Local and Business Access Remains OPEN
- Use caution and follow posted signs and directions from flaggers.
- Use posted pedestrian access routes along the west side of Second Street.
Construction Activities
- Work hours: 7 a.m. to 5 p.m. each weekday.
- Noise, vibration and dust during regular working hours.
- We’ll need to remove trees along Second to perform this work. Final landscaping will include planting new trees, shrubs and other plants. (see landscape exhibits below)
Stay Safe - Use Caution
- Open trenches, full removal of pavement, sidewalks, and the old water lines.
- Stay far away from active construction areas and equipment. This means open trenches, heavy equipment and other hazards throughout the work zone, so be extra cautious near the area.
Stage 2: March 2025 through late spring
Construction work will move to the west side and traffic will switch to the east, travelling northbound only.
Project Benefits
This project will modernize Second Street to meet urban standards (wider sidewalks, street trees, curb extensions) from Franklin Avenue to Greenwood Avenue to make biking, walking and rolling safer and more convenient.
Street features will include:
- On-street parallel parking with new curbs
- Curb extensions at intersectionsfor safer, more visible crossings
- ADA accessible curb ramps at all intersections
- “Sharrow markings” in the motor-vehicle lanes, warning drivers of the presence of bicycles
- Improved lighting and landscaping (see landscape concept examples below)
This project is funded by the Tax Increment Fund via the Urban Renewal Agency
