Awbrey Waterline project includes three phases with several subprojects per phase

This project will provide water distribution system upgrades to the Awbrey Butte area with eight interrelated water improvement subprojects and a portion of the adjacent Portland Avenue Improvements.


PHASE 2 - ACTIVE CONSTRUCTION

Phase 2 work began in January 2024 and includes subprojects 2, 7, and 8.  Each subproject has specific construction details and traffic changes outlined below. The schedule is subject to weather conditions. 

Remaining construction will occur within the Public Right of Way and will entail trenching, rock excavation, installation of pipes, fittings, valves, water meters, and surface restoration. Before construction activities begin in your neighborhood, residents will receive a notification providing specific information regarding construction impacts. Please be advised of Franchise Utility relocations taking place ahead of the planned Awbrey Butte Waterline Improvements. 

Selective sewer and stormwater improvements, as well as a portion of the voter-approved 2020 Transportation GO Bond Portland Avenue Improvements are being constructed as part of the Awbrey Butte Waterline Improvement Project to take advantage of synergy opportunities.

SUBPROJECT 2 - PORTLAND AVENUE & BRIDGE
Stages 2 & 3 Improvements November 2024 through Spring 2025

Stage One of the waterline improvements on the Portland Avenue Bridge has concluded.

Between Nov. 12, 2024 through Spring 2025, Stages 2 and 3 of the improvements will continue with the installation of a new waterline along Portland Avenue from Steidl Road to Ninth Street. Residents will receive notifications providing detailed information about the construction's impacts. Franchise utility work, asphalt, and concrete restoration work are anticipated periodically from summer 2024 through spring 2025.

Stage 2 and 3 traffic will be restricted to local access only, managed by flaggers, with closures implemented two blocks at a time to minimize disruption. Traffic will be routed to Newport Avenue via 9th and Wall streets, and local and emergency vehicle access will be maintained.

The schedule is weather dependent, with periodic asphalt and concrete restoration work expected through Spring 2025.

SUBPROJECT 8 - NEW AWBREY TRANSMISSION MAIN

Mid-January 2024 through Spring 2025

Subproject 8 improvements are being implemented in multiple stages to minimize traffic impacts. Local access and access for emergency vehicles will be maintained. Work is progressing to the next segment, which involves installing 8-inch and 30-inch waterline pipes, as well as stormwater facilities and stormwater trunk main. This work is taking place along Saginaw Avenue, Juniper Street, Trenton Avenue, 12th Street, and into Hillside Park.

Stage 1 - Shevlin Park Road - COMPLETE

The Mt. Washington and Shevlin Park Road roundabout is open to all traffic, and construction activities along Shevlin Park Road are complete.

Stage 2 - College Way and Saginaw Avenue

The second phase of Subproject 8 water main construction required a full closure of NW College Way at Saginaw Avenue. Crews will return periodically for the installation of additional pipe and for asphalt and concrete restoration work through Spring 2025.

SYNERGY

There are some selective opportunities for stormwater improvements that will be adjacent to the waterline improvements. TENTATIVE PROJECT SCHEDULE

The project design and construction will be completed in phases. The schedule below will be updated as more information becomes available and is subject to change. This project is utilizing an alternative delivery method known as Progressive Design-Build, which includes selecting the contractor and engineer simultaneously. Therefore, some of the design will overlap with portions of construction throughout the project. Individual properties may not be impacted for the entire duration of the construction schedules presented below.
