Metropolitan Transportation Plan
The BMPO Metropolitan Transportation Plan (MTP) is the result of coordination with the City of Bend, Deschutes County, the Oregon Department of Transportation (ODOT), Cascades East Transit (CET), and others. The purpose is to outline an overall vision for developing, operating, and maintaining the transportation system for the BMPO area. An MTP includes provisions for meeting the transportation needs of area residents over a 20-year planning horizon while addressing transportation issues and making changes that can contribute to improvements in the region's quality of life and economic vitality. The MTP is federally required to be updated at least every 5-years.

More about the MTP...
- Addresses the principal modes of travel within the metropolitan area, including cars, freight, public transportation, bicycling and walking.
- Contains specific projects and policies to guide the development of all modes of transportation, including information about funding.
- Informed by modal plans, such as the Bend Safety Action Plan, ODOTs US 97 Parkway Plan, and CET's Transit Master Plan.
Coordination between transportation plan updates: the City's Transportation System Plan (TSP) and the BMPO's MTP
The City of Bend and the BMPO have largely concurrent boundaries and share many transportation planning challenges. State law emphasizes that the city and the MPO coordinate on their transportation plans, and planning work for both agencies will be simplified if they are using the same public outreach process. Therefore, the City of Bend and the BMPO used a joint process during the 2019 update to both the City's TSP and the BMPO's MTP. Community input applied to both.
