Each SDC established by the City of Bend includes a reimbursement fee, an improvement fee, and a compliance fee.

The improvement fee portion is specifically designed to recover the costs of planned capital improvements that add system capacity to serve future users. The portion of the improvements funded by improvement fees must be related to the need for increased capacity for future users.

Local governments are required to prepare project lists that include the improvements that the jurisdiction intends to fund with improvement fee revenues and the estimated timing, cost, and eligible portion of each improvement.

A developer can potentially receive SDC credits for constructing projects on the project lists that are “qualified public improvements” (QPI) as outlined in Bend Municipal Code (BC) 12.10.130.C.  A credit must be provided against the improvement fee for the construction of the QPI. 

Qualified public improvements are capital improvements that are:

  • Required as a condition of development approval;
  • Included in an adopted SDC project list, and either:
    • Not located on or contiguous to a parcel of land the property that is the subject of the development approval; or
    • Located in whole or in part on or contiguous to property that is the subject of development approval and required to be built larger or with greater capacity than is necessary for the particular development project to which the improvement fee is related.

SDC Credit Agreements

If you have already worked with City staff and are moving forward with constructing a QPI and ready to apply for your agreement, follow these instructions:

  1. Sign in to your Portal account - Welcome | City of Bend - CityView Portal
  2. Click 'Apply' under the Engineering & Agreements service area
  3. Select 'Documents and Agreements' as the application type
  4. On the next step, choose the appropriate SDC agreement type
  5. Fill out the remaining fields, upload your submittal items, submit the application, and pay any fees that are due
