Unified Planning Work Program (UPWP)

The UPWP incorporates all transportation planning and supporting comprehensive planning activities anticipated in the BMPO area each fiscal year. It is intended to provide a framework for the coordination of transportation planning efforts by local, State, and regional agencies through the BMPO Policy Board. The UPWP outlines the major work tasks and many specific subtasks. The BMPO UPWP includes descriptions of planning tasks, a schedule for completing tasks, and source of funding. The UPWP is updated annually. The UPWP is in on a State Fiscal Calendar from July 1 - June 30 or each fiscal year (FY).  The majority of the funds that support the UPWP tasks come from Federal Highway Administration (FHWA), Federal Transit Administration (FTA), Oregon Department of Transportation (ODOT), and Surface Transportation Block Grant (STBG) Funds.

The BMPO budget document provides information about the priorities the BMPO Policy Board has set to be accomplished during the next fiscal year, but it also includes information about the day-to-day activities performed by the BMPO.

The purpose of the financial report is to describe the scope of an independent audit and testing of internal control and compliance and the results of that testing and does not provide an opinion on the effectiveness of the entity’s internal control or on compliance. The financial report is an integral part of an audit performed in accordance with Minimum Standards for Audits of Oregon Municipal Corporations, prescribed by the Secretary of State, in considering the entity’s internal control and compliance.
