Between 2014 and 2016, the City worked with the community to create a growth plan for Bend. In order to meet Bend's future housing and employment growth, the City identified:

  • Ten expansion areas (where the City will grow out), adding 2,380 acres of land to the City's urban growth boundary (UGB).  An interactive map of the expansion areas may be accessed here.
  • Nine opportunity areas (where the City will grow up).  An interactive map of the opportunity areas may be accessed here.

The City's growth plan is summarized in Chapter 11, Growth Management, of the Bend Comprehensive Plan.

 

 

How did the City create a growth plan?

The Bend City Council and the Deschutes County Board of County Commissioners each unanimously approved the expansion.  Approval occurred after an extensive public process that invited broad community input. The process included more than 60 volunteers on three technical advisory committees and more than 70 public meetings.

The following studies were created to guide the growth plan.  The studies are all adopted as appendices to the Bend Comprehensive Plan.

2016 Buildable Lands Inventory: Identifies buildable residential and employment land.

2016 Housing Needs Analysis:  Projects future housing need by housing type.

2016 Economic Opportunity Analysis:  Projects future employment growth by employment category.

2016 Urbanization Report:  Analysis of where and how housing and employment growth will be possible.

 

 

 

 

Implementation of the growth plan

The City has taken many steps to implement the UGB expansion.  Steps include working with Deschutes County and planning for opportunity and expansion areas.

2018 Return on Investment Analysis:  A report informing Council decisions about where to focus resources. The report led to Council decisions to invest in: 

  • Construction of both the Murphy and Empire Corridor Improvement projects
  • Urban Renewal Feasibility Analysis for the Core Area (Bend Central District, East Downtown, KorPine, and Inner Highway 20/Greenwood).  The analysis ultimately led to a new Core Tax Increment Financing (TIF) Area

 

Coordination with Deschutes CountyOn June 7, 2017 the City and Deschutes County adopted a new Joint Management Agreement to establish clear responsibilities within the UGB. The City also adopted a new Development Code Chapter 2.8 to regulate development within the urbanizable area.
