We review, permit and inspect privately-funded work in the public right-of-way per City of Bend Standards and Specifications and other local, state, and federal requirements. Engineering staff review and approve permits related to street improvements, utility installations or abandonments, grading and erosion control, stormwater management, and traffic control. Right-of-way inspectors field-verify that projects are constructed per approved plans.

Public access to ePlans is now read-only. Documents for applications that were in-process prior to December 14, 2020, can still be viewed via our ePlans webpage. All applications submitted after this date are available via the Online Permit Center.

Right-of-Way (ROW) Permits and Traffic Control Plans (TCP)

Right-of-way (ROW) is defined as “land that is owned by the public for transportation and utility facilities.” A right-of-way permit is required when any work or pedestrian, bike, or vehicular traffic control is proposed in the ROW or a public easement. Easement is defined as “a right of usage of real property granted by an owner to the public or to specific persons, firms, or corporations”. Public utility, storm or access easements are easements that grant a public facility or franchise utility the ability to install, work and maintain their facilities within private property.

A Traffic Control Plan (TCP) is required with any proposal that affects vehicle, bike, and/or pedestrian traffic. A TCP is required for special events that are proposed within the ROW and/or that affect traffic.

Depending on the work being proposed, projects are considered as Tier 1, Tier 2, or Tier 3 and the permitting process differs. Please see our ROW Permits & TCP Submittal Requirements quick reference guide for more information.

The City of Bend Design Standards and Construction Specifications includes the design criteria and construction standards for all public infrastructures in the City of Bend and apply to both City Capital Improvement Projects (CIP's) and to private development projects where infrastructure will ultimately be owned by the City of Bend.
