MPO Bylaw Amendment
NOTICE OF PUBLIC COMMENT PERIOD
A meeting of the Bend Metropolitan Planning Organization (BMPO) Policy Board will be held on November 21, 2013 at 4:00 p.m. in the DeArmond Room, Deschutes Services Building, 1300 NW Wall Street, Bend.
The purpose of this meeting is to discuss the BMPO bylaw revisions. These revisions can be found online at http://www.bendmpo.org, or a text version can be provided to you.
This is a public meeting. Any person may appear at the meeting and discuss the proposed revisions and other details with the BMPO Policy Board. This meeting event/location is accessible. Providing at least 3 days notice prior to the event will help ensure availability of services requested.

SUMMARY OF Technical Advisory Committee changes are listed below.
Proposed Membership
Working with the TAC, staff initiated an update to the TAC roster. Proposed changes to the membership are outlined below:
• City of Bend – Three (3) positions: (to be named by City Manager)
? Proposal: Reduce from 3 positions to 2 positions
• Deschutes County – One (1) position (to be named by County Administrator)
• ODOT – One (1) position: Region 4 Planning Manager or designee
• Bend Area Transit – One (1) position: (to be named by governing body)
? Proposal: Change to “Cascades East Transit” & “Executive Director or designee”
• Central Oregon Intergovernmental Council (COIC) – One (1) position: (to be named by governing body)
? Proposal: Change to “Executive Director or designee”
• Central Oregon Area Commission on Transportation (COACT) – One (1) position: (to be named by governing body)
? Proposal: Eliminate position – most members of the TAC are also members of the COACT TAC and can raise COACT related issues
• Central Oregon Community College (COCC) – One (1) position: (to be named by governing body)
? Proposal: Change to “President or designee”
• Commute Options – One (1) position: (to be named by governing body)
? Proposal: Change to “Executive Director or designee”
• Deschutes County Bike/Pedestrian Advisory Committee – One (1) position: (to be named by governing body)
? Proposal: Change to “Chair or designee”
• Bend-La Pine School District – One (1) position: (to be named by governing body) to attend as needed
? Proposal: change to Ex-Officio. The School District has not had sufficient resources to participate in the MPO, and many of the MPO actions do not warrant direct input from the School District
Bend Park and Recreation District
• Bend Park and Recreation District
? Proposal: add Bend Park and Recreation District (BPRD) as a voting member of the TAC & “to be named by Executive Director”. BRPD is responsible for planning, development, and maintenance of many trails throughout the MPO. Those trail systems are important part of the region’s transportation system.
Ex-Officio Members on the BMPO TAC shall be as follows:
• Federal Highway Administration
• Federal Transit Administration
• Oregon Department of Land Conservation and Development
? Proposal: change from Ex-Officio to Voting & “to be named by DLCD Director”. The work of the MPO is heavily influenced by the state’s planning regulations. DLCD is regularly engaged in the activities of the MPO and should have voting representation on the TAC.
• Oregon Department of Environmental Quality
? Proposal: eliminate position. The Bend MPO does not have air quality issues and is not expected to have air quality issues in the coming years. As a result, the DEQ does not participate in MPO planning activities.
These changes reduce the voting roster from 12 members to 11 members. The changes would reduce the number of Ex-Officio members from 4 to 2.
