Awbrey Butte Waterline Improvement Project Update – April 19, 2024
The Awbrey Butte Waterline Improvement Project will improve Bend’s ability to deliver water across the City and increase the system’s resiliency and reliability by installing approximately 4.25 miles of pipeline.
PROJECT UPDATE
PHASE 1
Phase 1 waterline improvements, including subprojects 1, 4, and 5, are substantially complete. Final restoration of pavement areas and landscaping to continue through end of April 2024.
PHASE 2
Phase 2 work began in January and includes subprojects 2, 7, and 8. Each subproject has specific construction details and traffic changes outlined below. The schedule is subject to weather conditions.
Construction will occur within the Public Right of Way and will entail trenching, rock excavation, installation of pipes, fittings, valves, water meters, and surface restoration. Before construction activities begin in your neighborhood, residents will receive a notification providing specific information regarding construction impacts. Ahead of Phase 2 construction, you may notice various franchise utility relocations to resolve conflicts with upcoming work.
Selective sewer and stormwater improvements, as well as a portion of the voter-approved 2020 Transportation GO Bond Portland Avenue Improvements are being constructed as part of the Awbrey Butte Waterline Improvement Project to take advantage of synergy opportunities.

SUBPROJECT 8
Subproject 8 improvements are being implemented in multiple stages to minimize traffic impacts. Local access and access for emergency vehicles will be maintained.
Stage 1: Shevlin Park Road – Mt. Washington Roundabout Northbound Closure Begins May 14
The first phase of water and sewer main construction work is progressing on Shevlin Park Road. The sewer main installation on Shevlin Park Road is complete, and installation of the new 30” water main is currently under way.
Shevlin Park Road is closed to eastbound traffic through May 2024. Please be aware that Shevlin Park Road may experience temporary closures in the future due to private development work.
Beginning May 14 for approximately three weeks, traffic restrictions will be in effect at the Mt. Washington Roundabout while crews perform concrete restoration work in the roundabout. Please note that the roundabout will require a full-time closure while the concrete cures and reaches design strength. Please follow the designated detour during the roundabout closure.

Stage 2: College Way and Saginaw Avenue: NW College Way and Saginaw Avenue Closure Begins April 27
The second phase of Subproject 8 water main construction requires a full closure of NW College Way at Saginaw Avenue. This closure is scheduled from April 27 through May 13, 2024. Crews will return periodically for the installation of additional pipe and for asphalt and concrete restoration work through Spring 2025. Please be advised of franchise utility relocations in this area ahead of April 27th closure.

SUBPROJECT 2
Portland Avenue and Bridge: Stages Two & Three improvements will take place November 2024-Spring 2025
Stage One of the waterline improvements on the Portland Avenue Bridge has concluded.
Between November 2024 and Spring 2025, Stages 2 and 3 of the improvements will continue with the installation of a new waterline along Portland Avenue from Ninth Street to Steidl Road. Residents will receive notifications providing detailed information about the construction’s impacts. Franchise utility work, asphalt, and concrete restoration work are anticipated periodically from summer 2024 through spring 2025.

What to Expect During Phase 2 Construction
We’re committed to limiting construction impacts on neighbors and community members. Our construction management plan includes minimizing impacts from traffic, noise, dust, and other construction concerns.
Construction will generally occur Monday to Friday from 7:00 a.m. to 5:00 p.m., with extended hours and weekends (as needed and on a very limited basis). Any work that includes crossing driveways will be coordinated with residents one day prior to commencing work and again on the day of work before being impacted. Emergency Medical Services, mail, garbage, and delivery services will have continued access.
If there is a planned shutdown of the water service that will impact your property, you will be notified ahead of time. If there are delays to the schedule, a project representative will be on-site and will attempt to notify you.
