Awbrey Butte Waterline Improvement Project

On October 6, 2021, City Council adopted the City of Bend’s Integrated Water System Master Plan (iWSMP), which evaluated the City of Bend’s current water distribution system capacity and the ability to serve projected demands for the next 20 years. The iWSMP identified the Awbrey Butte Waterline Improvements project, which includes the replacement and/or installation of over 4 miles of water pipe. The iWSMP prioritized this project to be completed within the next five years to address current capacity issues; increase capacity for future growth; upsize existing, aging pipes; increase and/or improve fire flow availability; and provide new large diameter transmission line for improved hydraulic performance. This project has been further prioritized due to deteriorating pipes conveying the City’s water supply. In addition, this project may include some synergy opportunities for stormwater, street preservation, and other utility improvements in the vicinity of the project area.

For this project, the City is utilizing an alternative contract delivery method known as Progressive Design-Build (PDB). PDB is a collaborative process in which one entity – the design-build team, comprised of builder and designer – works under a single contract with the City to provide design and construction services. The benefits include accelerated delivery, collaborative partnerships and reduced procurements and contracts.

PROJECT SCHEDULE

The first stage of work, the design of the project, began in August 2022. Design for the entire project will extend through late 2023. Construction will occur in two phases and is expected to begin in summer 2023 and continue through the end of 2024.

• Phase 1 Construction: summer 2023 – winter 2023
• Phase 2 Construction: early 2024 – end of 2024
