Standards & Specifications Update – July 2021
The City of Bend is updating its Standards and Specifications.
Below is a project update which contains information for how to get involved and provide input and feedback.
PROJECT BACKGROUND AND OVERVIEW
The City of Bend is updating its Standards and Specifications document, portions of which are currently based on the 2008 Oregon Standard Specifications for Construction [OSSC]. Standards and Specifications are the principal documents for design and construction of all public works related infrastructure throughout the City providing guidance to various stakeholders, both public and private, in order to develop and maintain high-quality facilities.
The Standards and Specifications apply to public works related infrastructure which will be ultimately owned, operated, and maintained by the City of Bend. These facilities can be designed and constructed as part of a privately funded development project or a capital improvement project managed by the City of Bend staff. The four main infrastructure areas include sanitary sewer, domestic water / fire suppression, transportation, and storm water.
The Project Team will evaluate the current Standards and Specifications, review stakeholder input, make recommendations for updates, and implement revisions consistent with 2021 OSSC as modified by City of Bend Special Provisions. STAKEHOLDER REVIEW SCOPE
The scope of revisions, and stakeholder review, are primarily focused on Part I [Section 5] – Special Provisions to the OSSC General Conditions, Part III – Special Provisions to the OSSC Volume II, and Part IV – Supplemental Specifications of the Standards and Specifications document.
The City and its consultant team will assess all other Parts of the Standards and Specifications for accuracy and consistency, and provide recommendations for consideration for potential future updates. Minor updates to these sections will be implemented as needed.
STAKEHOLDER REVIEW SCHEDULE – TWO OPPORTUNITIES
At key project milestones, the City will solicit stakeholder input regarding proposed revisions to Part I [Section 5], Part III, and Part IV:
- The first review and comment period is 7/19/21-8/13/21. The City is seeking input / feedback from stakeholders regarding the current Standards and Specifications document which is available at on the website: https://www.bendoregon.gov/standards-specifications
- The second review and comment period is 9/17/21-10/7/21. The City is seeking input / feedback from stakeholders regarding the Draft Update documents which incorporate comments from the first review period. These will be provided on the project website during the review dates. A follow up email will be provided in advance of the review as well to provide additional notice.
FINAL DOCUMENTS AND EFFECTIVE DATE
- Final update documents are anticipated in November 2021 which will be followed by a City Council workshop.
- Further Council action includes a first reading and second reading of the implementing ordinance which are expected in late 2021 or early 2022.
- The updated Standards and Specifications document is planned to become effective in February 2022.
