Stevens Road Tract Concept Plan
The Stevens Road Tract Concept Plan, located on the east side of Bend, takes a unique approach to the planning and development of a complete community.
Project Purpose
The Stevens Road Tract Concept Plan is the first step toward creating a new neighborhood in Bend. This plan lays the groundwork for expanding the urban growth boundary (UGB) and amending the Bend Comprehensive Plan. It also sets the stage for a future property sale, master planning, and development of the site based on the requirements of House Bill 3318.
House Bill 3318 provided a new approach to adding 261 acres to Bend’s urban growth boundary. It outlined a process and directed the development of a “complete community.” This development, guided by the Stevens Road Tract Concept Plan, will include deed-restricted affordable, workforce, and market-rate housing, parks, mixed uses and employment opportunities. The plan also includes transportation options that support walking, biking and transit.

Adopted Planning Amendments
House Bill 3318 required the City to create and adopt planning amendments for the Stevens Road Tract. These amendments include updates to the Bend Comprehensive Plan, Development Code, and Transportation System Plan. Section 9 of HB 3318 outlines the required elements the City must include in these amendments. You can access and download the adopted planning amendments for review.

The final set of planning amendments was approved at the Bend City Council meeting on February 21, 2024.
Property Location
The Stevens Road Tract is the eastern part (261 acres) of a 640-acre property located east of 27th Street and the Stevens Ranch Master Plan. It is bordered by Stevens Road to the north and a County-owned property to the south. To the east, a large rocky ridge separates this area from a small neighborhood of homes on a bluff outside of city limits.
Property History
The State of Oregon acquired the property from the federal Bureau of Land Management in the 1990s. It is managed by the State Land Board through the Oregon Department of State Lands to benefit the state’s Common School Fund. Revenues from the Common School Fund support kindergarten through 12th grade education in Oregon.
Common School Fund lands are managed as a “trust” to maximize revenues while ensuring sound stewardship and business management principles. As the trustee, the State Land Board has a duty to maximize the value and revenue of Common School Fund lands over the long term. The Stevens Road Tract Concept Plan meets these obligations through the requirements of House Bill 3318.
