Water Meter Installations
The City of Bend installs water meters from ¾ inch to 2 inches, while developers/property owners must install meters 3 inches and larger, following City rules.
The City of Bend purchases and installs all water meters that are ¾ inch through 2 inches in size. For larger water meters (3 inches and up), the property owner or developer is responsible for buying and installing the meter, along with any needed parts and equipment. All work must meet the City of Bend’s standards and specifications.
Procedures for Water Meter Installations
Please refer to the following details as you prepare to apply for a water meter installation:
- Timeline for installation: Once the City of Bend receives your completed application and payment, it may take up to 10 business days to install your water meter.
- Building foundation reminder: We recommend that your building’s foundation is finished before the meter is installed. This helps prevent any issues during construction. Please also note that meter boxes cannot be placed in driveways. This is part of the City of Bend’s Standards and Specifications.
- Responsibility for the meter: After the meter is installed, the applicant or customer is responsible for keeping the meter and meter box safe until:
- The building permit is finalized, and/or
- Landscaping is completed.
If the meter or meter box is damaged during construction or landscaping, the person who signed the Meter Installation Request will be responsible for the full cost of repairs to meet city standards.
Supplies and Installation
For Residential properties (3/4-inch to 2-inch meters) the City of Bend provides and installs:
- The water meter
- Automated Meter Reading equipment
- A backflow prevention device
- Meter setting materials
For Commercial, Industrial and Multi-Family properties the City provides and installs:
- The water meter
- Automated Meter Reading equipment
However, the property owner or developer is responsible for installing the backflow prevention device according to state and city requirements.
Please note: If a new water service line is needed—from the water main to the meter, or from the meter to your building—that work is the responsibility of the customer or applicant.

Apply for a Water Meter Installation
Carefully review the application steps listed below to ensure your application is complete. For a successful submission, please use the Online Permit Center and follow the provided instructions:
Submit your Water Meter Installation Application
- In the Online Permit Center Portal login or create an account.
- Once you have successfully created an account, activated it, and logged in click the ‘Apply’ link. under the ‘Public Right of Way, Grading, and Agreements & Housing Incentives’ service area.

- In the ‘Choose the application type:’ select the ‘Water Meter’ option.
- Select the appropriate item under ‘Please categorize the nature of the work being done:’ dropdown.

- Fill out the rest of the items for the first step.
- Click ‘Next Step’.
- The next screen will be pre-filled out based on the Water Meter application, click ‘Next Step’.
- Under the ‘Search for work items:’ section select the type of Water Meter you will need.

- Complete the rest of the application.
