• City Code and Development Code
• Council Rules of Procedure – Council actions (Ordinance, Resolution, Motion, Proclamation, how is agenda set, etc.)
• Ethics (conflict of interest, annual filing requirement)
• Public Meetings and Public Records Laws

15 minute break

Legal Framework continued (30 minutes)
• Land Use Hearings (quasi-judicial or legislative)
• System Development Charges (SDCs)

Procedures and Expectations – What to expect (1 hour)
• Role of individual Councilor; member of a group
• Communication with other Councilors, staff, public, media
• Participation on intergovernmental committees
• Liaison to neighborhood associations
• Liaison to advisory boards
• Partnerships with other agencies/shared services
