Awbrey Butte Waterline Improvement Project Update – January 12, 2024
The Awbrey Butte Waterline Improvement Project will improve Bend’s ability to deliver water across the City and increase the system’s resiliency and reliability by installing approximately 4.25 miles of pipeline.
PROJECT UPDATE
PHASE 1
Construction of Phase 1 improvements began in early June 2023 and are expected to be completed in March 2024. This phase includes three subprojects that are being constructed in stages to minimize traffic impacts.
Subproject 4 (Awbrey Reservoir Outlet Transmission Upsize) and Subproject 5 (NW Ninth Street waterline) improvements will continue through March. Impacts to NW Ninth Street are as follows:
- Periodic closures for NW Ninth Street between NW Trenton and Roanoke Avenue for temporary surface restoration, and construction of stormwater improvements.
- After crews have left NW Ninth Street for the winter, they will return in the spring for permanent paving restoration between NW Trenton and Newport Avenue.
PHASE 2: Upcoming Improvements Begin mid-January at Two Locations
Phase 2 waterline and sewer main construction work will begin January 22* in Shevlin Park Road and January 16 in Portland Avenue. The schedule is weather-dependent. Work will take place within the Public Right of Way and includes trenched construction with rock excavation, pipe, fittings, valves, water meters, and surface restoration. In advance of construction activities in your neighborhood, residents will receive a more detailed notification with specific information regarding construction impacts.
*Note that the work along Shevlin Park Road has been rescheduled to January 22 from the original January 16 start date due to inclement winter weather conditions.

SUBPROJECT 8 – January 22, 2024-May 2025
Subproject 8 improvements will be implemented in multiple stages to minimize traffic impacts. Construction will begin on Shevlin Park Road, and will include installation of 9,040 feet of new 30-inch water main and 1,500 feet of sewer main in Shevlin Park Road and Utility Right of Way. Includes trenched construction with rock excavation, fittings, valves, water meters and surface restoration.
Shevlin Park Road – Single Lane Closure with Detour begins January 22
Water and sewer main construction will require a single-lane closure of Shevlin Park Road. The direction of detoured traffic will switch as construction progresses. Expect periodic closures for northbound travel through the Mount Washington and Shevlin Park Road Roundabout when entering from the south. See the detour map below.
Tree removal will take place at the end of January along the southern boundary of the COCC property to allow for the installation of the 30-inch waterline.

SUBPROJECT 2
Subproject 2 waterline improvements include replacement and/or upsize of 3,500 feet of existing water pipe along portions of Portland Avenue and bridge between NW Ninth Street and NW Wall Street. Construction will occur in three stages beginning on the Portland Avenue bridge.
A portion of the Portland Avenue Improvements (NW Ninth Street to the bridge) and select stormwater improvements are being constructed as part of Subproject 2 to optimize synergy opportunities.
Portland Avenue and Bridge – Full Road and Bridge Closure with Detour begins January 16*
Stage 1 requires a full closure for vehicular traffic on Portland Avenue between Wall Street and Steidl Road. Pedestrians and bicyclists walking their bikes, can continue using the sidewalk on the north side of the bridge.
A two-way vehicular detour route utilizes Awbrey Road, Newport Avenue and Wall Street. Parking will be restricted 24/7 along NW Awbrey Road between Portland Avenue and Newport Avenue on the East Side. This parking restriction is to improve safety along the detour route while the Portland Avenue Bridge is closed for waterline construction. See the detour map below.
Short durations for periodic asphalt and concrete restoration work are expected through Spring 2025.
*Depending on winter weather conditions over the weekend, the Portland Avenue bridge may maintain a single lane of traffic regulated by flaggers and begin the full-road closure at a later date.

Selective stormwater improvements and a portion of the voter-approved 2020 Transportation GO Bond Portland Avenue improvements are being constructed as part of the Awbrey Butte Waterline Improvement Project to take advantage of synergy opportunities.
What to Expect During Phase 2 Construction
We’re committed to limiting construction impacts on neighbors and community members. Our construction management plan includes minimizing impacts from traffic, noise, dust, and other construction concerns.
Construction will generally occur Monday to Friday from 7:00 a.m. to 5:00 p.m., with extended hours and weekends (as needed and on a very limited basis). Any work that includes crossing driveways will be coordinated with residents one day prior to commencing work and again on the day of work before being impacted. Emergency Medical Services, mail, garbage, and delivery services will have continued access.
If there is a planned shutdown of the water service that will impact your property, you will be notified ahead of time. If there are delays to the schedule, a project representative will be on-site and will attempt to notify you.
