Awbrey Butte Waterline Project – Construction Update – August 16, 2023

The Awbrey Butte Waterline Improvement Project will improve Bend’s ability to deliver water across the City and increase the system’s resiliency and reliability by installing approximately 4.25 miles of pipeline.

CONSTRUCTION UPDATE

Construction Activities –  August 14-18 

  • Crews will be testing the new water main that was previously installed in Awbrey Road between Portland Avenue and Saginaw.
  • After testing the water main in Awbrey Road, crews will tie in this segment to the rest of the distribution system.
  • Excavation will be done for the new drywell to be installed along Awbrey Road.
  • Straddle blocks will be poured at Wilmington & Awbrey, as well as Utica & Awbrey.
  • Asphalt trench patching for the newly installed water main will take place along Vicksburg Avenue and Utica Avenue.
  • Temporary water bypass lines will be installed along Awbrey Road between Utica Avenue and Wilmington Avenue.

Construction Activities –  August 21-25

  • Crews will remove the temporary bypass in Awbrey Road. At this time, residents along Awbrey Road between Portland and Saginaw will experience a brief water service disruption when being transferred to temporary bypass to permanent service lines.
  • Catch basins, the drywell, sedimentation manhole will be installed along Awbrey Road. 
  • Temporary water bypass lines will be tested along Awbrey Road from Utica Avenue to Wilmington Avenue.

Traffic Control and Parking Restrictions – August 14- 25

  • Traffic control for Vicksburg and Utica will be local access only. Parking will be restricted on the south side of Vicksburg and Utica for the Asphalt work. Residents with properties on the south side of Vicksburg and Utica are encouraged to park on the north side of either of these streets to avoid being blocked in their driveways. 
  • Traffic control for Second Street between Vicksburg and Utica will be local access only. The north and south access points of Second Street will be closed for the paving of each of these approaches. Access to Second Street will be maintained from the Alley off of Awbrey Road. 
  • Traffic control for the Awbrey Road work will continue with the closure of Awbrey Road between Saginaw Avenue and Portland Avenue and traffic will be detoured to Second Street. Parking along the detour route (Second Street and Saginaw Avenue) is restricted for the duration of the detour.

PROJECT UPDATE – AUGUST 2023 

Phase 1

Construction of Phase 1 improvements began in early June and is expected to be completed in March 2024. This phase includes three subprojects and is being constructed in stages to minimize traffic impacts. Work along Quincy Avenue (Subproject 3) and Palisades Drive (Subproject 6) have tentatively been removed from the construction schedule to re-evaluate priorities.
We’re committed to limiting construction impacts on neighbors and community members. Our construction management plan includes minimizing impacts from traffic, noise, dust and other construction concerns. 

Construction will generally occur Monday to Friday from 7 a.m. to 5 p.m., with extended hours and weekends (as needed and on a very limited basis). Any work that includes crossing driveways will be coordinated with residents one day prior to work commencing and again on the day of work before being impacted. Emergency Medical Services, mail, garbage and delivery services will have continued access.

If there is a planned shutdown of the water service that will impact your property, you will be notified ahead of time. If there are delays to the schedule, a project representative will be on-site to notify you.

  • Subproject 1 (Awbrey Road Waterline): June 2023-October 2023

    Improvements include 2,410 feet of new 8-inch pipe and upsized pipe along portions of NW Awbrey Road, Vicksburg Avenue, NW Utica Avenue and NW Second Street. This work is anticipated to be completed in late October.

Awbrey Waterline Phase 1 Subproject 1 with detour

A detour is currently in place along NW Awbrey Road. This work is expected to last through mid-September;* however, the detour will only be in place through the month of August. The remainder of the work will involve single-lane closures controlled by flaggers during weekdays between 7 a.m. – 5 p.m. Traffic delays are expected. 

*Periodic asphalt and concrete restoration work expected through September. 

On-Street parking is restricted:

  • On NW Awbrey Road (between NW Saginaw Avenue and NW Portland Avenue)
  • On Second Street (between NW Saginaw Avenue and NW Portland Avenue)
  • On Saginaw Avenue (between NW Awbrey Road and NW Second Street)

No parking areas:

  • On-street parking will not be allowed during the closure of NW Awbrey Road and NW Second Street between NW Saginaw Avenue and NW Portland Avenue.
  • On-street parking will not be allowed on NW Saginaw Avenue between NW Awbrey Road and NW Second Street during the closure. 

    Vehicles parked on the street segments noted above may be towed at the Owner’s expense.

  • Subproject 4 (Awbrey Reservoir Outlet Transmission Upsize): November 2023-December 2023

Improvements include 320 feet of new upsized 24-inch pipe outlet from Awbrey Reservoir outlet to match 24-inch in Ninth Street.

  • Subproject 5 (NW Ninth Street Waterline): October 2023-March 2023

Improvements include replacing 2,260 feet of existing 24-inch pipe along Ninth Street between NW Newport Avenue and Awbrey Reservoir.

PHASE 2

Phase 2 construction is expected to begin this winter with the replacement and upsize of existing water pipe along portions of NW Portland Avenue between NW Ninth Street and NW Wall Street. View Phase 2 improvements
