Awbrey Butte Waterline Project Update – July 19, 2023

The Awbrey Butte Waterline Improvement Project will improve Bend’s ability to deliver water across the City and increase the system’s resiliency and reliability by installing approximately 4.25 miles of pipeline.

Project Update – July 2023

Construction of Phase 1 improvements began in early June. Phase 1 is being constructed in stages to minimize traffic impacts and expected to be completed in March 2024.

The City is committed to keeping neighbors informed throughout construction with bi-weekly updates. In advance of construction activities in your neighborhood, residents will receive a more detailed notification with specific information regarding construction impacts.

The replacement of the Utica Avenue waterline is complete, crews will return to complete minor surface improvements in the upcoming months.

AWBREY ROAD DETOUR

Beginning July 24, for up to four weeks, a detour will be in place along NW Awbrey Road. The detour route is on Second Street between NW Portland Avenue and NW Saginaw Avenue. On-street parking will not be allowed during the closure of NW Awbrey Road and NW 2nd Street between NW Saginaw Avenue and NW Portland Avenue. No Parking signs will be posted in advance.
 
In addition, on-street parking will not be allowed on NW Saginaw Avenue between NW Awbrey Road and NW Second Street during the closure. Vehicles parked on the street segments noted above may be towed at the Owner’s expense.

Awbrey Road work is expected through mid-September*, however the detour will only be in place for up to four weeks beginning July 24. The remainder of the work will involve single-lane closures controlled by flaggers during weekdays between 7 a.m. – 5 p.m. Traffic delays are expected. 

*Periodic asphalt and concrete restoration work expected through September. 

OTHER DETOURS IN EFFECT

  • A portion of the streets mentioned in the Construction Update below may be closed for excavation and water main construction activities. Please follow the necessary road closed and detour signs and reference the online detour map for additional information.
  • Flaggers will be present for the construction activities as needed.

CONSTRUCTION UPDATE

Trenching along Awbrey and installation of water service line on Vicksburg 

Week of July 17 construction activities:

  • Installation of permanent water services will continue along Vicksburg Avenue between Awbrey Road and First Street. Traffic control on Vicksburg Avenue will include a partial closure with local access regulated by flaggers. Please abide by the No Parking signs placed by the contractor.
  • Installation of temporary water services along Awbrey Road between Portland Avenue and Saginaw. Traffic control on Awbrey Road will include a single lane closure regulated by flaggers.
  • Excavation and pouring for the straddle block north of the Awbrey Road and Portland Avenue intersection. Traffic control at the intersection will include a single lane closure regulated by flaggers.

Week of July 24 construction activities:

  • Vicksburg Avenue water main will be connected back to the distribution system at 2nd Street. During this time, residents on Vicksburg Avenue will experience a service disruption while this connection is made and properties are transferred from temporary bypass to permanent water service. Notices with disruption details will be distributed in advance.
  • Crews will begin to install mainline on Awbrey Road between Portland Avenue and Saginaw Avenue. Traffic control will require a full closure of Awbrey Road starting the week of the 24th and will detour traffic to Second Street. Parking along Second Street (between Portland and Saginaw), Saginaw (between Second and Awbrey), and Awbrey Road (between Portland and Saginaw) during the detour will be restricted.
  • Setting of the sedimentation manhole near the intersection of Vicksburg Avenue and Second Street

WHAT TO EXPECT DURING PHASE 1 CONSTRUCTION

We’re committed to limiting construction impacts on neighbors and community members. Our construction management plan includes minimizing impacts from traffic, noise, dust, and other construction concerns.

Within Phase 1, there are three subprojects:

  • Subproject 1: Awbrey Road Waterline Improvements: June 2023-October 2023
  • Subproject 4: Awbrey Reservoir Outlet: November 2023-December 2023
  • Subproject 5: NW Ninth Street Waterline Improvement: November 2023-March 2024

Subprojects 3 and 6 on the map below have been tentatively removed from the construction schedule to re-evaluate project priorities. They may be included in a future construction project. Awbrey Waterline Phase 1 Subproject 1 with detour

Construction will generally occur Monday to Friday from 7:00 a.m. to 5:00 p.m., with extended hours and weekends (as needed and on a very limited basis). A detour will occur on Awbrey Road mid to end of July. Temporary No Parking signs will be installed in advance of the detour along Second Street to provide adequate access. The remainder of the work will involve single-lane closures controlled by flaggers during weekdays between 7 a.m. – 5 p.m. Traffic delays are expected.

Any work that includes crossing driveways will be coordinated with residents one day prior to work commencing and again on the day of work before being impacted. Emergency Medical Services, mail, garbage, and delivery services will have continued access.

If there is a planned shutdown of the water service that will impact your property, you will be notified ahead of time. If there are delays to the schedule, a project representative will be on-site to notify you.
