City Stormwater Program Manager earns national credential
Bend’s Stormwater Program Manager, Gwendolyn “Wendy” Gleason Edde, was recently awarded the APWA Certified Stormwater Manager (CSM) credential from the American Public Works Association’s (APWA) credentialing program. Edde is one of over 90 public works professionals from across the U.S. and Canada who have earned the CSM credential.
The CSM credential is intended for experts in the public and private sectors who coordinate and implement stormwater management programs for city, county, state, provincial, and federal agencies. These individuals assist in administering drainage, flood control, and water quality programs.
Edde’s professional career includes over 20 years of experience in water resource analysis and management within public and private sector positions including Principal-Environmental Planner, Senior Scientist, and Stormwater Program Manager.
As Bend’s Stormwater Program Manager, she assisted with the inception of the city’s stormwater utility, and negotiation of the city’s first MS4 Phase II and WPCF-UIC Permits for the runoff that drains to the river and is injected underground by means of drywells and drill holes, respectively. She also prepared and oversees implementation of the Integrated Stormwater Management Plan (ISWMP), including stormwater interdepartmental and public advisory committees, preparing and conducting public outreach campaigns and presentations, and preparing annual reports. Edde also supervises a staff person in managing wellhead protection area delineation/protection projects, and completing CIP prioritization tasks and regulatory compliance. She also served on the review committee for the development of the regional Central Oregon Stormwater Manual, and oversees utility fee appeals and credit technical processes; APWA accreditation for stormwater section; and is a project manager for the city’s first Stormwater Master Plan.
Edde graduated from University of California, in Davis, CA. with a Bachelors of Science degree in Environmental Policy Analysis and Planning – Environmental Science emphasis. Other activities and awards include the Oregon Association of Clean Water Agencies Board Member, past Groundwater Committee Co-Chair, Stormwater Committee member. She has also co-authored four water or low impact development articles and conference proceedings including for the American Water Works Association’s Journal and Annual Conference & Exposition.
