North Interceptor Sewer Line Project Update – September 2 , 2020

Thank you for your interest in the North Interceptor Sewer Line Project. 

The North Interceptor Sewer Line is a large diameter sewer transmission line that allows the City to decommission pump stations and increase sewer capacity as part of the Community-supported Growth Plan.

The project is broken up into three distinct phases.

  • Phase I: Summer 2019 – Fall 2020, begins at the City’s Water Reclamation Facility and extends to Pioneer Loop. 
  • Phase II: June 2020 – Spring 2022, Pioneer Loop through Juniper Ridge to Clausen Road just west of Highway 97.
  • Phase III: TBD, Clausen Road to O.B. Riley Road.

Phase I construction is progressing and is on schedule to be complete in Fall 2020. Construction of Phase II is underway and will take place in three segments between June 2020 and Spring 2022. 

  • Segment 1 – Pioneer Loop to City-owned Juniper Ridge property, under construction
  • Segment 2 – City-owned Juniper Ridge property, under construction
  • Segment 3 – BNSF railroad, across HWY 97, to Clausen Road

Construction of Phase II Segment 3, BNSF railroad, across HWY 97, to Clausen Road, will begin September 28, 2020. This phase of the project includes construction along Highway 97. Lane restrictions may be in effect during this time for the safety of both the traveling public and the construction workers. Nightwork will also be required along HWY 97 from 7 p.m. to 6 a.m. Access to private properties and businesses will be maintained at all times. 

Please note, a traffic change on Deschutes Market Road is anticipated for Fall 2020. Traffic will be reduced to a single lane with the use of a traffic signal for an approximate one-week duration. Advance notice will be provided before the traffic change via outreach emails and reader boards along Deschutes Market Road.

  • Complete installation of pipe and manholes along Pioneer Loop
  • Open Pioneer Loop to thru traffic (late September)
  • Continue drilling and blasting adjacent to Margaret Lane towards Deschutes Market Road
  • Clear and grub adjacent to Deschutes Market Road Crossing

Current and Upcoming Construction Activities for Phase II Segment 2, City-Owned Juniper Ridge Property

  • Continue drilling and blasting for future pipeline installation
