Olney Pedestrian and Bicycle Improvements Project Biweekly Construction Update – April 10, 2025

CONSTRUCTION UPDATE: April 7– April 18

Work Area 1: NW Portland Avenue/NE Olney Avenue from the river to NE First Street

Crews have finished installation of the new 18” waterline on NW Portland Avenue through the NW Wall Street/NE Olney Avenue intersection. Temporary water bypasses are being utilized to ensure businesses have water throughout construction.  The base for the new shared use path along NW Portland Avenue is complete.  New concrete, lighting, and signal line equipment is beginning to be installed on NW Portland Avenue and at the NW Wall Street/NE Olney Avenue intersection.

Crews are installing the sewer force main.  Utilities relocation work will continue. Excavation work will continue along NE Olney Avenue, between NW Wall Street and NE First Street.

Crews have dug a bore pit on the east side of the railroad in preparation for the sewer line boring under the railroad. Boring for the sewer line begins April 15.

The intersection of NW Wall Street/NE Olney Avenue is anticipated to remain closed through May 2025.

Work Area 2: NE First Street/NE Olney Avenue Intersection to the east side of NE Second Street/NE Olney Avenue

Crews are installing the new sewer line and connecting manholes.  Temporary sewer and water bypasses are being utilized to ensure businesses have sewer and water services throughout construction. Crews are installing the new waterline.  All temporary water shut-offs will be limited and communicated to businesses/residents ahead of time.

ACCESS UPDATES

  • The NE Olney Avenue/NE Second Street Intersection is open
  • The NE Olney Avenue/NE First Street Intersection is closed for sewer improvements through April. All businesses remain open and can be accessed by driveways on NE First Street and NE Second Street.
  • NW Portland Avenue between NW Steidl Road and NW Wall Street is closed to all vehicles through April 18. All business, resident, tenant, and delivery access needs to utilize NW Vermont Place
  • A pedestrian and bicycle temporary access route for the Deschutes Rail Trail crossing is being routed around the project work area.
  • For additional vehicle, pedestrian, and bicycle detour information, please reference this detour map.
  • EMS, buses and other delivery/service providers have been included on this distribution list.

GENERAL PROJECT NOTES

  • Access to all businesses along the construction area is maintained. All businesses are open.
  • Please do not enter the closed construction zone before, during, or after hours. Stay far away from closed construction areas and equipment. There are open trenches, heavy equipment and other hazards throughout the closed work zone.
  • Daytime work hours are in effect from 7 a.m. – 6 p.m.

    Noise, vibration and dust during regular working hours.
