Second-Hand Dealer Permit Application

To apply for a Second-Hand Dealer Permit in Bend, submit a complete application with payment, provide required documents, get fingerprinted if needed, and attend an in-person appointment to finish the process.

Please Read Carefully:

1. You must pay all fees when you turn in your application.
2. This permit must be renewed every year unless you’re told otherwise.
3. The ID card you get with this permit belongs to the City of Bend. You must return it if your status changes.
4. If your application is missing information or includes false information, it may be denied or suspended.
5. File this application and the required fees with the Bend Police Department.

If you are a Pawnbroker: You must show proof that you have a valid Oregon Pawnbroker License (ORS Chapter 726).

If you sell drug-related items (drug paraphernalia): You must submit an affidavit saying that none of your employees who sell these items have ever been convicted of a drug-related crime.
