Midtown Crossings Project Update
The Midtown Crossings Project will make travel safer for all users on four key corridors: Greenwood Avenue, Franklin Avenue, Hawthorne Avenue and Second Street.
CONSTRUCTION STARTS ON NE SECOND STREET
Waterline work will start on August 15, and construction will be ongoing through spring 2025
Construction will be completed in phases.
Phase 1 construction will replace the waterline on Second Street beginning at Greenwood Ave and working toward Franklin Ave. This work is necessary to replace aging infrastructure, minimize future maintenance, and keep up with the demands of a growing city. The project team will utilize open trench construction. To reduce impacts work will be completed one block at a time, on the east side of Second Street, and last for about two months. Local one-way access for residents and businesses will be maintained.
Phase 2 will make walking, biking and rolling safer and more convenient on Second Street. This includes bike “sharrows” in the vehicle lane, wider sidewalks, and curb extensions. We estimate this second phase will take approximately six months. Local one-way access will be maintained throughout.
GREENWOOD AVENUE QUICK-BUILD NEAR COMPLETION
Crews are making steady progress on the Greenwood construction. Night work on Greenwood Avenue, between Wall Street and Second Street, will close the road overnight starting at 7 p.m. on Monday, August 12 and Tuesday, August 13. This closure is required to apply the new lane striping. The Quick-Build construction will be complete and the corridor will reopen to traffic at 6 a.m. on August 14.
Installation of the Duracurbs for additional bike protection, will be finished later this month but should not affect vehicular traffic.

HAWTHORNE PEDESTRIAN AND BICYCLE OVERCROSSING
This week, a majority of City Councilors said they preferred the single tower cable stay bridge design – from the final four concepts showing what a future Hawthorne bike and pedestrian overcrossing could look like.
Councilors also discussed the parkway exit at Hawthorne Avenue and decided in collaboration with ODOT to close the exit because of safety concerns.
ODOT will manage the design and construction of the project due to federal funding requirements. Design work will continue through 2025-2026, and construction is expected in 2026-2027.
